The Charter Commission has 15 members appointed by the Chief Judge of the Hennepin County District Court. All Commissioners must be qualified voters of the City, and are appointed to four-year terms.

The City uses the open appointments process to receive applications, then forwards them to the Hennepin County Chief Judge.
