Recommended motion: The City Planning Commission approves the application for a final plat.

A. Minor Subdivision.
Recommended motion: The City Planning Commission approves the application for a minor subdivision.
B. Variance.
Recommended motion: The City Planning Commission approves the application for a variance to reduce the minimum front yard setback requirement along 17th Ave NE from 20 feet to 16.7 feet.
2219 Chicago Ave, Ward 6
City Staff: Andrew Frenz, PLAN18067The Department of Community Planning and Economic Development (CPED) recommends that the City Planning Commission adopt staff findings for the applications by Michael Huffman with Our Saviour’s Community Services for the property located at 2219 Chicago Avenue:
A. Conditional Use Permit.
Recommended motion: The City Planning Commission approves the conditional use permit to allow an expansion of an existing emergency shelter, subject to the following conditions:

The conditional use permit shall be recorded with Hennepin County as required by Minn. Stat. 462.3595, subd. 4 before building permits may be issued or before the use or activity requiring a conditional use permit may commence. Unless extended by the zoning administrator, the conditional use permit shall expire if it is not recorded within two years of approval.
B. Variance.
Recommended motion: The City Planning Commission approves the variance to reduce the north interior side yard setback from seven feet to 5.6 feet.
C. Site Plan.
Recommended motion: The City Planning Commission approves the site plan review for a two-story addition to an existing emergency shelter, subject to the following conditions:
- All site improvements shall be completed by September 30, 2026, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.
- CPED staff shall review and approve the final site, elevation, landscaping, and lighting plans before building permits may be issued.
- The areas of unplanted mulch proposed along the north and south sides of the building two (2) feet in width or wider shall be planted or otherwise replaced with a vegetative ground cover, in compliance with MCO 550.700.
- The proposed bicycle parking shelter shall be fully detached from the principal structure, in order to comply with the applicable yard requirements.
- All signs shall comply with Chapter 560 of the zoning code. All signage requires a separate permit from CPED.
- The applicant shall prepare and submit a lighting plan demonstrating compliance with MCO 550.2230 and 555.690.
- All broken, bent, or otherwise damaged fence slats shall be replaced. Alternatively, damaged sections of fencing may be replaced with new fencing that meets current fence materials standards.
Ewing Avenue South, south of Lake Street West, Ward 7

A. Vacation.
Recommended motion: The City Planning Commission recommends that the City Council approve the vacation of Ewing Avenue South, south of West Lake Street, subject to the retention of a utility easement in favor of the City of Minneapolis.

City Staff: Sara RomanThe Department of Community Planning and Economic Development (CPED) recommends that the City Planning Commission and City Council adopt staff findings to amend Title 20 of the Minneapolis Code of Ordinances, as follows:
A. Text amendment to Title 20, Zoning Code, to adopt regulations governing cannabis businesses.
Recommended motion: The City Planning Commission recommends that the City Council approve the text amendment to adopt regulations governing cannabis businesses.
