  1. 2 Information governance policy ordinance (2022-00884)
    1. Referring to staff the subject matter of an ordinance amending Title 2, Chapter 41 of the Minneapolis Code of Ordinances relating to Administration: Information Governance, amending provisions to address, generally, the issues of data and information governance, including but not limited to accuracy, accessibility, integrity, legal and regulatory compliance, retention and disposition, and policy and programmatic administration and enforcement.

  2. 3 Assistant City Clerk appointment (2022-00889)
    1. Confirming the City Clerk's appointment of Kathryn Smith to the position of Assistant City Clerk, Director of Elections & Voter Services. 
  3. 4 Joint Powers Agreement with State of Minnesota, Department of Public Safety (2022-00895)
    1. Passage of Resolution authorizing a joint powers agreement with the State of Minnesota's Department of Public Safety, to use systems and tools available over the State's criminal justice data communications network for a five-year period.

  4. 5 Gift acceptance of sponsorships for the 2022 Trans Equity Summit (2022-00899)
    1. Passage of Resolution accepting donation of sponsorships for the 2022 Trans Equity Summit. 

  5. 6 National Endowment for the Arts grant to support personnel expenses related to COVID-19 (2022-00902)
    1. Accepting a grant from the National Endowment for the Arts, in the amount of $150,000 to support personnel expenses in response to and recovery from COVID-19

    2. Authorizing an agreement with the Federal Agency - the National Endowment for the Arts.

  6. 7 Customization of contract form with Gallagher Benefit Services, Inc. for classification and compensation consulting services (2022-00887)
    1. Authorizing the customization of the City’s Standard Contract terms for Professional Services under COM0005761 with Gallagher Benefit Services, Inc. for a not to exceed amount of $300,000 for classification and compensation consulting services for the Human Resources Department, including limiting Gallagher’s potential liability under the contract to $1 million.

  7. 8 Contracts with Twin City Recovery Project, Cordata, Koranda O'tool Paramedics Incorporated (KOPI), and YourPath to develop, implement, or expand comprehensive programs in response to illicit opioids abuse (2022-00248)
    1. Authorizing the customization of the City’s Standard Contract terms for a contract with Cordata Healthcare Innovations LLC for cloud-based PaaS technology, in accordance with Council Action 2022A-0167.

  8. 9 Bid for Minneapolis Convention Center Exhibit Hall E Door Replacement (2022-00888)
    1. Accepting the sole bid of Meisinger Construction Co. Inc, submitted on Event 2065, in the amount of $376,500, to provide all materials, labor, equipment and incidentals necessary for Minneapolis Convention Center Exhibit Hall E Door Replacement, and authorizing a contract, all in accordance with City specifications.

  9. 10 Contracts with various vendors for 2023 - 2026 Public Works Consulting Pool (2022-00890)
    1. Authorizing master agreements with 62 vendors responding to Requests for Proposals for the 2023-2026 Public Work Consulting Pool. 

  10. 11 Contract with Dirad Technologies, Inc. for an interactive voice response system for the 311 Department (2022-00891)
    1. Authorizing a contract with Dirad Technologies, Inc. in the amount of $265,712, for an interactive voice response system for the 311 Department, for a five-year term from Oct 1, 2022, to Sep 30, 2027.

  11. 12 Contract with Short Elliot Hendrickson, Inc. for construction support services for Hennepin Ave Reconstruction Project (2022-00893)
    1. Authorizing a contract with Short Elliot Hendrickson, Inc., in the amount of $997,477, for construction support services for the Hennepin Ave Street Reconstruction Project.

  12. 13 Contract with Geographic Software Specialists, Inc., for engineering data integration and automation services (2022-00894)
    1. Authorizing a contract with Geographic Software Specialists, Inc., in the amount not to exceed $259,485, for a term through Dec 31, 2025, for engineering data and automation services.

  13. 14 Contract amendment with Veit and Company, Inc. for the Bryant Ave Reconstruction Project (2022-00886)
    1. Authorizing an increase to Contract No. COM0005350 with Veit and Company, Inc., in the amount of $464,000, for a total amount not to exceed $19,565,888.08, for additional work to complete the Bryant Ave Reconstruction Project, all in accordance with City specifications.  

  14. 15 Contract amendment with Lunda Construction Company for 10th Ave SE River Bridge Rehabilitation Project (2022-00897)
    1. Authorizing an increase to Contract No. COM0001220 with Lunda Construction Company, in the amount of $1,924,567.23 for a total amount not to exceed $57,143,367.26, for additional work on the 10th Ave SE River Bridge Rehabilitation Project due to unforeseen conditions, all in accordance with City specifications.

  15. 16 Contract amendment with Paragon Restoration II, Inc. for the 11th and Marquette Ramp - Epoxy Overlay of Helices Project (2022-00898)
    1. Authorizing an increase to Contract No. COM0004413 with Paragon Restoration II, Inc., in the amount of $22,109.69 for a total amount not to exceed $194,439.69, for additional materials needed to repair the helices at the 11th and Marquette Ramp.

  16. 17 Contract amendment with West Publishing Corporation for online legal research services (2022-00900)
    1. Authorizing an increase to contract C-42145 with West Publishing Corporation, in the amount of $400,000 for a total amount not to exceed $1,000,000, and an extension through Dec 31, 2026, for continued online legal research services.

  17. 18 Contract amendment with Smart Data Solutions, Inc. (SDS) for scanning, record labeling, and data transfer services (2022-00901)
    1. Authorizing an extension of contract C-37324 with Smart Data Solutions, Inc. (SDS) for  twelve additional months, through May 31, 2023, for scanning, record labeling, and data transfer services for the City’s Enterprise Content Management System (ECMS).

  18. 19 Lease amendment with Hennepin Healthcare Systems (HHS) for access at Fire Station No. 22 (2022-00892)
    1. Authorizing an amendment to lease Contract No. C-37953 with Hennepin Healthcare System (HHS) to continue their lease and access at Fire Station No. 22 for a five-year term effective Dec 1, 2022, through Nov 30, 2027.

  19. 20 Lease agreements for Clear Channel Billboards (2022-00896)
    1. Authorizing a ten-year lease renewal for Clear Channel billboard at 92 Glenwood Ave.

    2. Authorizing a ten-year lease renewal for Clear Channel billboard at Linden Ave W between Aldrich and Colfax Avenues N.

    3. Authorizing a ten-year lease renewal for Clear Channel billboard at 1815 Broadway St NE.

  20. 21 Request for Proposals for Hiawatha Maintenance Facility demolition (2022-00844)
    1. Authorizing issuance of a Best Value Request for Proposals (RFP) for construction services to demolish the existing Hiawatha Maintenance Facility at 1860 28th St E.

  21. 22 Contract amendment with RSP Architects Ltd., for design work for the Public Works Hiawatha Campus Expansion Project (2022-00905)
    1. Authorizing an increase to Contract No. C-41654 with RSP Architects Ltd., for  design work including construction administration in the amount of $4,150,000 for a total amount not to exceed $8,600,000, for the Public Works Hiawatha Campus Expansion Project.
