  1. 2 Surveillance ordinance (2020-00681)

    1. Passage of Ordinance amending Title 2, Chapter 41 of the Minneapolis Code of Ordinances relating to Administration: Information Governance, adding a new article entitled “Facial Recognition Technology.”

  1. 3 Rent stabilization charter amendment (2021-00104)

    1. Setting a public hearing for Feb. 24, 2021, to consider an Ordinance to be submitted to the voters at the November 2, 2021, municipal election, proposing amendments to Article IV of the City Charter relating to City Council, pertaining to explicitly adding the City's authority to exercise power to control rents on private residential property in the City.

    2. Setting a public hearing for Feb. 24, 2021, to consider an Ordinance to be submitted to the voters at the November 2, 2021, municipal election, proposing amendments to Article I of the City Charter relating to General Provisions, pertaining to adding initiative and referendum for the sole purpose of exercising the City's authority to control rents on private residential property in the City.
  2. 4 Second amendment to the City of Minneapolis Minneflex Plan (2021-00199)

    1. Authorizing an amendment to the City of Minneapolis Minneflex Plan, as amended and restated effective Jan. 1, 2018, to make changes to Flexible Spending Accounts during calendar year 2021 as authorized by the Consolidated Appropriations Act.

  3. 5 Transgender Equity Council appointments (2021-00197)

    1. Approving the following Council appointments for an unexpired two-year term beginning Jan 1, 2021, and ending Dec 31, 2022: Emma Grey, Seat 3, Ward 2; and Galen Mitchell, Seat 4, Ward 8.

  4. 6 Legal Settlement: Raul Estrada v. City of Minneapolis (2021-00141)

    1. Approving the settlement of Raul Estrada by payment of $100,000 to Mr. Estrada and his attorneys and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement. 

  5. 7 Legal Settlement: Worker's Compensation claim of Tammy Persoon (2021-00198)

    1. Approving the worker's compensation claim of Tammy Persoon by payment of $125,000 to Ms. Persoon and her attorney Meuser Law Firm and authorize the City Attorney's Office to execute any documents necessary to effectuate the settlement. 

  6. 8 Legal Settlement: Minnesota Commercial Railway v. City of Minneapolis (2021-00201)

    1. Approving the settlement in the special assessment appeal Minnesota Commercial Railway v. City of Minneapolis, et al. (Court File No. 27-CV-19-8850) by reduction of the special assessment by $55,818.79 from the amount of $63,818.79 to $8,000, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the same.

  7. 9 Contract amendment with Modern Piping, Inc. for mechanical work for Public Service Building Project (2021-00191)

    1. Authorizing an increase to Contract No. COM0000416 with Modern Piping, Inc., in the amount of $90,482 for a total amount not to exceed $28,631,605, for increased costs for mechanical work, for the Public Service Building Project.

  8. 10 Contract amendment with Knutson Construction Services, Inc. for concrete work for Public Service Building Project (2021-00192)

    1. Authorizing an increase to Contract No. C-44463 with Knutson Construction Services, Inc., in the amount of $15,982 for a total amount not to exceed $12,041,444 for additional concrete work for the Public Service Building Project.

  9. 11 Contract amendment with Premier Electrical Corporation for electrical work for Public Service Building Project (2021-00193)

    1. Authorizing an increase to Contract ­­­­­No. COM0000189 with Premier Electrical Corporation, in the amount of $642,606 for a total amount not to exceed $16,114,002 for additional electrical work for the Public Service Building Project.

  10. 12 Contract amendment with Wold Architects and Engineers for the Fire Stations No. 4 and No. 8 Improvements Project (2021-00194)

    1. Authorizing an increase to Contract No. C-41632 with Wold Architects and Engineers, in the amount of $12,000 for a total amount not to exceed $309,000, and an extension through December 31, 2022, for the Fire Stations No. 4 and No. 8 Improvements Project.

  11. 13 Contract amendment with West Publishing Corporation for online research services for the Minneapolis Police Department (2021-00195)

    1. Authorizing an increase to Contract No. C-41693 with West Publishing Corporation, in the amount of $65,470 for a total amount not to exceed $303,547, for online research services and access to databases that provide the Minneapolis Police Department the ability to conduct research and retrieve information.

  12. 14 Contract amendment with Standard Insurance Company for employee life, disability insurance, and leave management services (2021-00200)

    1. Authorizing an increase to Contract No. C-43267 with Standard Insurance Company, in the amount of $3,000,000 for a total amount not to exceed $13,099,776 for the contract terms of Jan. 1 2021 to Dec. 31 2021 and Jan. 1, 2022 to Dec. 31 2022, for employee life and disability insurance and leave management services.

  13. 15 Contract with Hillard Heintze LLC to provide an after action review and report (2021-00202)

    1. Authorizing a one-year contract with Hillard Heintze LLC, in the amount of $229,490.55 to provide an after action review and report on the response to the civil unrest associated with the death of George Floyd.

  14. 16 2020-2021 wage freeze (2020-00457)

    1. Passage of Resolution amending Resolution 2020R-108 entitled "Adopting a wage freeze for all positions in the appointed, politically appointed, and non-represented employee groups," passed Apr 24, 2020, to allow for removal of the freeze on step movements occurring between Apr 29, 2021, and Dec 31, 2021, and adding additional exceptions to the wage freeze.

    1. Receiving and filing the 2020 Annual Report of the Minneapolis Ethical Practices Board.
