Public Hearing

  1. 2 2021 Consolidated Annual Performance and Evaluation Report (CAPER) (2022-00763)
    1. Receiving public comments to be included in the U.S. Department of Housing and Urban Development (HUD) Consolidated Annual Performance and Evaluation Report (CAPER) to be submitted to HUD on August 29, 2022.

  2. 3 NorthStar East Inclusionary Zoning Tax Increment Financing Plan (2022-00780)
    1. Passage of Resolution approving the Inclusionary Zoning Tax Increment Financing (IZ TIF) Plan for Northstar East at 608 2nd Ave S.

    2. Passage of Resolution authorizing the issuance of a "Pay-As-You-Go" TIF Note to Northstar East Apartments, LLC in a principal amount not to exceed $6,920,000.

    3. Authorizing an Inclusionary Zoning Revenue Loss Offset Contract and other necessary documents related to the recommended actions with Northstar East Apartments, LLC.

  3. 4 Interim use permit: Simpson Housing Services, 128 33rd St W (2022-00818)
    1. Approving an application submitted by Simpson Housing Services for an interim use permit (PLAN15154) to allow for an emergency shelter for up to 70 people within an existing building until October 1, 2027, for the property located at 128 33rd St W.

  4. 5 Interim use permit: Damaris Hollingsworth, on behalf of New Oil Christian Center, 4021 Thomas Avenue N. (2022-00737)
    1. Withdrawing an application submitted by Damaris Hollingsworth, on behalf of New Oil Christian Center, for an interim use permit (PLAN14916) to allow an emergency shelter serving 12 people to be located in the existing building at 4021 Thomas Avenue N, subject to the condition that the permit shall expire no later than July 26, 2027.

  1. 6 Order to Raze and Remove Building: 4704 17th Ave S (2022-00825)
    1. Considering adoption of the findings of the Nuisance Condition Process Review Panel (NCPRP) to uphold the Inspection Director's Order to Raze and Remove Building located at 4704 17th Ave S, and approving demolition of the property.

    2. Accepting grants from the Metropolitan Council's Tax Base Revitalization Account (TBRA) and Seeding Equitable Economic Development (SEED) program, in the total amount of $1,375,000, for the following projects: 2500 E Lake St Project, 2500 E Lake St ($46,600; SEED); Calvary Apartments, 3901 Chicago Ave and 3900 Elliott Ave ($678,500; TBRA); Coliseum Building, 2708 E Lake St and 2935 27th Ave S ($72,500; SEED); Native American Community Clinic, 1213 E Franklin Ave ($50,000; SEED); and Northrup King Residential, 1500 Jackson St NE ($527,400; TBRA).

    3. Accepting grants from Hennepin County’s Environmental Response Fund (ERF), in the total amount of $2,137,916, for the following projects:  3030 Nicollet Project, 3030 Nicollet Ave ($48,454); Calvary Apartments, 3901 Chicago Ave and 3900 Elliott Ave ($879,428); Northrup King Residential, 1500 Jackson St NE ($140,644); Northstar, 608 2nd Ave S ($106,539); Simpson Community Center and Apartments, 2730, 2734 and 2740 1st Ave S ($219,369); and Upper Harbor Terminal Park, portions of 2 36th Ave N, 3800 1st St N, 51 36th Ave N, 51 34th Ave N, and 3360 1st St N ($743,482).

    4. Authorizing contracts or agreements with Minnesota Department of Employment and Economic Development (DEED), the Metropolitan Council, and Hennepin County for the aforesaid grants.

    5. Authorizing execution of one or more funding agreements with each of the identified sub-recipients or an affiliated entity, and/or disbursement and related agreements for these grants.

    6. Passage of Resolution appropriating funds to the Department of Community Planning & Economic Development.

  4. 10 Comprehensive Plan amendment: Built form guidance, 1823, 1827, 1831, 1835, and 1839 Bryant Ave N (2022-00819)
    1. Passage of Resolution approving an amendment to the City's comprehensive plan to amend the built form guidance from Interior 3 to Corridor 6 for the property located at 1823, 1827, 1831, 1835, and 1839 Bryant Ave N.

  5. 11 Comprehensive Plan amendment: Built form guidance, 3554 Girard Avenue South (2022-00827)
    1. Passage of Resolution approving an amendment to the City's comprehensive plan to amend the built form guidance from Interior 2 to Corridor 4 for the property located at 3554 Girard Ave S.

  6. 12 Minneapolis Advisory Committee on Housing (2022-00820)
    1. Passage of Resolution restructuring the Minneapolis Advisory Committee on Housing to serve as an advisory board to the Mayor and City Council on matters related to housing policy and development.
  7. 13 Heritage Preservation Commission appointments (2022-00826)
    1. Approving the following Council reappointment for a three-year term, beginning January 1, 2022, and ending December 31, 2024: Barbara Howard, Seat 3, Ward 10.

  8. 14 Agreement with the Minnesota Department of Transportation for a public art railing on Olson Bridge (2022-00805)
    1. Authorizing the execution of an agreement with the Minnesota Department of Transportation or their assigns for a public artwork on MNDOT Bridge #27785.

    2. Passage of Resolution acknowledging and extending support for the proposed art project.

  9. 15 HUD Community Project Funding Grant Application for Wadaag Commons Project (2022-00830)
    1. Passage of Resolution authorizing application for and acceptance of a Community Project Funding award from the Department of Housing and Urban Development (HUD) in the amount of $1,800,000 for the Wadaag Commons Project and delegating authority to the Finance Officer to be the City’s authorized representative for communicating with HUD.

    2. Passage of Resolution appropriating funds to the Department of Community Planning & Economic Development.
