    1. Passage of Resolution authorizing an agreement between the Minnesota Housing Finance Agency and the City of Minneapolis regarding assignment of entitlement issuer volume cap and related documents, transferring a portion of the City’s 2023 private activity bond allocation to Minnesota Housing Finance Agency in an amount not to exceed $2,000,000, and authorizing the execution of related necessary documents.

  6. 10 Metropolitan Council Livable Communities Account (LCA) Pre-development grants for the Jema River and Re+4RM Projects (2022-00782)
    1. Accepting 2022 Metropolitan Council Livable Communities Account (LCA) Pre-development grants in the amount of $150,000 for the Jema River project, located at 713 Lake St E, and $150,000 for the Re+4RM project, located at 2800 Lake St E.

    2. Authorizing agreements with the Metropolitan Council, Jema River, LLC, and Seward Redesign, or related entities to implement the Metropolitan Council Livable Communities Account (LCA) grants.

    3. Passage of Resolution approving appropriation of funds to the Department of Community Planning & Economic Development.

  7. 11 Minnesota State Historic Preservation Office Certified Local Government (CLG) grant for Washburn - Fair Oaks Historic District (2022-00787)
    1. Accepting a Certified Local Government (CLG) grant from the Minnesota State Historic Preservation Office, in the amount of $30,000, to update the locally-designated Washburn-Fair Oaks Historic District Design Guidelines.

    2. Authorizing an agreement with the Minnesota State Historic Preservation Office for the grant.

    3. Passage of Resolution approving appropriation of funds to the Department of Community Planning & Economic Development.  

  8. 12 Rezoning: Basim Sabri, 2933 Pleasant Avenue (2022-00678)
    1. Approving an application submitted by Basim Sabri to rezone (PLAN14517) the property located at 2933 Pleasant Avenue from I2 Medium Industrial to C2 Neighborhood Corridor Commercial District and the PO Pedestrian Oriented Overlay District, retaining the BFC6 Corridor 6 Built Form Overlay District to construct a 6-story, non-residential development. 

    2. Passage of Ordinance amending Title 20, Chapter 521 of the Minneapolis Code of Ordinances relating to Zoning Code: Zoning Districts and Maps Generally.

  9. 13 Rezoning: Trellis Co., 3900 Elliot Ave (2022-00681)
    1. Approving an application submitted by Trellis Co. to rezone (PLAN14570) the property located at 3900 Elliot Ave from the R1A Multiple-Family District to the R3 Multiple-Family District, retaining the BFI2 Interior 2 Built Form Overlay District, to construct a new two-story residential building with 20 dwelling units. 

    2. Passage of Ordinance amending Title 20, Chapter 521 of the Minneapolis Code of Ordinances relating to Zoning Code: Zoning Districts and Maps Generally.

  10. 14 2021 Consolidated Annual Performance and Evaluation Report (CAPER) (2022-00763)
    1. Setting a public hearing for August 23, 2022, to receive public comment on the 2021 Consolidated Annual Performance and Evaluation Report (CAPER).

  11. 15 NorthStar East Inclusionary Zoning Tax Increment Financing Plan (2022-00780)
    1. Setting a public hearing for August 23, 2022, to consider the Tax Increment Financing Plan for the NorthStar East project.
