Background Analysis

The City of Minneapolis annually adopts a Legislative Agenda and Policy Positions document that includes the City's position on several policy areas such as public finance, housing, criminal justice, capital investments and transportation. The Intergovernmental Relations (IGR) Department with the assistance of a multi-department staff team (Policy Liaison Team) develops the agenda and policies for Council review and approval. The IGR staff and the Policy Liaison Team review legislative ideas submitted to IGR for possible inclusion in the Legislative Agenda and Policy Positions document. The team suggests changes to the Legislative Agenda and Policy Positions document based on its discussions and evaluations. IGR presented the recommended agenda and policy positions at the December 2, 2020, Policy and Government Oversight Committee. The presentation was received and filed. The City Council later adopted the agenda and policy positions on December 18, 2020.

Since then, various bills have been proposed at the State Legislature that would either protect or target transgender and gender non-conforming residents, and also bills that seek to clarify renewable energy sources. The updated legislative agenda attached to this RCA includes new language that directly addresses the issues of LGBTQ+ equity and renewable energy.

The attached document is a tracked version incorporating the new positions on pages 11, 16, and 19 of the 2021 Legislative Agenda and Policy Positions.
