Background Analysis

Background on MnDOT Metro District Local Partnership Program
MnDOT Metro District will be accepting candidate projects for the State Fiscal Year (SFY) 2022 Local Partnership Program (LPP; formerly the Metro Cooperative Agreement Program), due by June 3, 2020. The Metro District LPP exists to help fund projects that deliver a benefit to both the local community and the trunk highway system but are typically not large-scale or critical enough that they are directly selected as projects in the regular MnDOT Road Program. These funds can pay for trunk highway eligible construction costs and up to 8% of the construction engineering costs for projects developed and administered by local agencies. The proposed funding currently available for SFY 2022 is $3 million and the maximum award available for any individual project is $710,000.

Dowling Avenue North Reconstruction, Primary Entrance for the Upper Harbor Terminal Site
The proposed project will reconstruct approximately 0.3 miles of Dowling Avenue North from Lyndale Avenue North to the planned parkway within the Upper Harbor Terminal (UHT) redevelopment site (see attached map). The project is currently identified in the City’s 5-year CIP for construction in 2022. The existing Dowling Avenue North Bridge is owned and maintained by MnDOT and will not be reconstructed as a part of this project. However, the interchange on/off ramps for I-94W and I-94E do cross Dowling Avenue North on the western and eastern sides of the bridge and are included in this reconstruction effort.

This reconstruction project will involve the entire right-of-way and will include new sidewalks, ADA pedestrian ramps, bicycle facilities, pavement, curb and gutter, pedestrian-scale lighting, green infrastructure, and utility improvements. The project will also include signal improvements, new signage, and new pavement markings as needed. This segment of Dowling Avenue North is the primary access point to the City-owned UHT redevelopment site and is an important connection point between the UHT site and the community of North Minneapolis.

The City will prepare an application to MnDOT Metro District’s LPP to fund eligible MnDOT trunk highway improvements at the I-94 interchange. Applications from local agencies are due June 3, 2020, and selections will be announced by the MnDOT selection committee in August 2020.

Background on Previous Grant Efforts
In 2019 Public Works applied for and was awarded a $1,000,000 grant through the Minnesota Department of Employment and Economic Development (MnDEED) Transportation and Economic Development Infrastructure (TEDI) program. This is a competitive grant program available to communities for road and public infrastructure projects that create jobs and support economic development. The TEDI program is distinctly different from the Metro District LPP program in that local projects do not have to be on the state highway system. This RCA request is to apply for an additional grant to secure funding for elements of the Dowling Avenue North reconstruction effort that are on the state highway system.
