The 2017 Municipal Election will be the City’s third experience with the alternative Ranked-Choice Voting (RCV) methodology. A series of policy and process improvements were enacted based on lessons learned in the 2013 Municipal Election, primarily resulting from gaining access to the complete set of ballot data in each race from a Cast Vote Record exportable data file. These improvements are anticipated to further streamline tabulation of RCV procedures in 2017, leading to faster release of unofficial results. This report summarizes final plans and preparations for the 2017 Municipal Election, scheduled November 7, 2017. It describes process improvements to the core Minneapolis Method for tabulation; Voter Outreach & Education initiatives focused on ensuring voters are “election ready”; deployment of Electronic Poll Book technology; and timeline for canvassing results and declaring final outcomes in the 2017 Municipal Election.
