Approving the application submitted by Sabri Properties LLC for a large block event permit to allow the Cinco De Mayo Block Party to be held on May 14, 2023, on Lake St E between 2nd Ave S and Portland Ave S, and to operate outside the hours permitted under Minneapolis Code of Ordinances, Section 455.35(c)(1).

Approving the application submitted by Northeast Minneapolis Arts Association (NEMAA) for a large block event permit to allow the Art-A-Whirl block event to be held on May 19-21, 2023, on 14th Ave NE between Van Buren St NE and Quincy St NE and on Quincy St NE between 15th Ave NE and 12th Ave NE, and to operate outside the hours permitted under Minneapolis Code of Ordinances, Section 455.35(c)(1).

Approving the application submitted by the Minneapolis Downtown Improvement District for a large block event permit to allow the Warehouse District Live Block Party to be held on all weekends between May 26 and Oct 29, 2023, on 1st Ave N between 4th St N and 6th St N, and to operate outside the hours permitted under Minneapolis Code of Ordinances, Section 455.35(c)(1).

Approving the application submitted by the 50th and France Business Association for a large block event permit to allow the Edina Art Fair to be held June 2-4, 2023, on France Ave S between 49th St W and 51st St W and on 50th St W between France Ave S and Chowen Ave S, and to operate outside the hours permitted under Minneapolis Code of Ordinances, Section 455.35(c)(1).

Goodman gives notice of intent to introduce at the next regular meeting of the City Council an ordinance amending Title 1, Chapter 2 of the Minneapolis Code of Ordinances relating to General Provisions: Administrative Enforcement and Hearing Process, amending provisions related to city employees authorized to issue administrative citations and offenses subject to administrative enforcement.

City of Minneapolis, in the amount of $20,500 payable in the following manner: (1) One check in the amount of $14,805 payable to Gina Obiri, for which the City will issue a Form 1099-MISC; and (2) One check in the amount of $5,695 payable to Gina Obiri's attorney, Smith Law, for which the City will issue a Form 1099-MISC to each of Gina Obiri and her attorney.
2. Authorizing the City Attorney's Office to execute all documents necessary to effectuate this settlement.

Motion by Ellison to introduce an ordinance amending Title 21 of the Minneapolis Code of Ordinances relating to Interim Ordinances by adding a new Chapter 596 providing for a moratorium on the establishment, re-establishment, or expansion of commercial laundry, electricity generation plant where energy is produced through combustion, general industrial uses listed and described in Section 550.30(f)(3) of the Zoning Code, scrap/salvage yard, metal milling facility, or waste disposal facility.
