Authorizing an increase to contract No. C-43408 with Ice Mortgage Technology, Inc., f/k/a Ellie Mae, in the amount of $17,500 for a total amount not to exceed of $36,410, and an extension of that contract through March 31, 2023, and the use of the vendor's contract amendment form(s) and terms and conditions to effect these changes, for utilization of and technical assistance with the loan administration software for the City’s Home Improvement Program Lending Services.

Authorizing an increase to Contract No. COM0004021 with Morcon Construction Company, Inc. in the amount of $126,424 for a total amount not to exceed $969,447, for necessary changes and additions to the construction of a Commissary Kitchen at Target Center. 

Authorizing an increase to contract C-38060 with GovernmentJobs.com, Inc. (dba: NEOGOV) by the amount of $107,000, for a new not-to-exceed total of $501,000, for support and maintenance of the City’s HR applicant tracking system.

Approving the settlement of the personal injury claim of Thomas Meixell v. City of Minneapolis, et al., Henn. Co. District Court No. 27-CV-21-7314, by payment of $150,000 to Bennerotte & Associates Law Firm Trust Account f/b/o Thomas Meixell, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.

Approving the workers' compensation claim of Brian Grahme by payment of $175,000 over three years to Brian Grahme and attorney, Ashley Biermann, and authorizing the City Attorney’s Office to execute any documents necessary to effectuate the settlement.

Authorizing Amendment No. 10 to Contract No. C97-11608 with the Minnesota Department of Transportation (MnDOT), in the amount of $126,000 in 60 equal monthly payments, for an extension of the lease of land under I-94 bridges in the vicinity of 2nd Ave N and Lyndale Ave N, from May 1, 2021, through Apr 30, 2026, for the storage of infrastructure equipment and materials.

Approving the application submitted by MKTG, Inc. for a large block event permit to allow the Party on the Plaza, an activation related to the 2022 NCAA Women's Basketball Final Four, to be held on 1st Ave N between 6th St S and 7th St S on April 1-3, 2022, and to operate outside the hours permitted under Title 17, Section 455.35(c)(1) of Minneapolis Code of Ordinances.

Authorizing the submittal of a grant application to the McKnight Foundation, in the amount of $100,000, for the Midwest Climate & Energy Program to support the 2022 Public Works Mobility Hub Pilot with Aclima Air Quality Measurement.

Passage of Resolution amending the Capital Improvement Appropriation Resolution to reallocate bonds and increase the revenue and appropriation in the 2022 Street Resurfacing Program (PV056), and decrease the revenue and appropriation in the 2022 Concrete Rehab Program (PV108).

Authorizing negotiation with private property owners to acquire easements, if necessary, for the 2022-2023 Highway Safety Improvement Program (HSIP) Traffic Signals and Pedestrian Improvements Project to reconstruct traffic signal and pedestrian infrastructure to improve safety at 14 intersections.

Accepting the low bid of Meyer Contracting, Inc., submitted on Event No. 1770, in the amount of $3,331,275.18, to provide all materials, labor, equipment, and incidentals necessary for the construction of the Bridge 9 Improvements - Pier 5, Abutment 1, Pier 2, and Bluff Stabilization Project, and authorizing a contract for the project, all in accordance with City specifications.

1. Rescinding Council Action 2021A-0817 directing staff to implement Option B related to the Hiawatha Campus Facility, with the exception of the Training and Outreach Facility and new Central Stores building located on approximately 3.0 acres on the southwest corner of the city-owned site.
