    1. Directing the City Coordinator’s Office of Performance & Innovation to lead - and directing all City departments to actively engage in - an enterprise-wide effort to support the City’s goal to transform and improve public safety for all residents and visitors which includes:

      1. Identifying opportunities to reallocate resources as part of the 2020 Budget revision process to support public safety strategies and initiatives related to each department’s business lines and areas of expertise and to present proposals to the Budget Committee no later than July 22, 2020 that include but are not limited to:
        1. The ability of each department to contribute to public safety strategies where that department’s area of expertise can provide a business contribution to those goals through a reallocation of existing resources;
        2. The ability of each department to contribute to public safety strategies where that department’s area of expertise can provide a business contribution to those goals if additional resources were reallocated to them; or
        3. A reduction in the department’s budget to allow a reallocation to contribute to those goals.
      2. Providing City Council with further recommendations or proposals aimed at sustaining and further developing the enterprise-wide strategies and initiatives in #1 (above) into the 2021 Fiscal Year and beyond, including budget recommendations and additional research around operational changes that support a seamless integration and transition to a new public safety model. The report on these future proposals tied to public safety strategies and initiatives to the Budget Committee no later than November 1, 2020.
      Action Taken: Approved
    2. Directing the City Coordinator’s Office of Performance & Innovation to lead, in collaboration with the appropriate City departments and divisions, continuing work to implement recommendations identified by the 911/MPD Work Group in its November 2019 report; specifically:

      1. Organizing, developing, and leading a plan to transition Theft Report-Only calls and response to 311 by December 1, 2020. A progress report on this plan should be presented to the City Council or its appropriate standing committee by October 1, 2020.
      2. Organizing, developing, and leading a plan to address alternative response options for Emotionally Disturbed Person (EDP) 911 calls and additional Report-Only 911 calls, with a report due to the City Council or its appropriate standing committee by no later than November 1, 2020, which presents recommended options to begin operational transition in 2021, and which identifies the expected one-time and ongoing budgetary costs and savings.
      Action Taken: Referred to staff
