Passage of Resolution approving the decertification of the Grant Park Tax Increment Financing (TIF) District as of December 31, 2024, and directing the City’s Finance Officer to establish any appropriations necessary to return surplus tax increment from the TIF district funds to Hennepin County for redistribution.

    2. Passage of Resolution approving the decertification of the 13th and Harmon Apartments Tax Increment Financing (TIF) District as of December 31, 2024, and directing the City’s Finance Officer to establish any appropriations necessary to return surplus tax increment from the TIF district funds to Hennepin County for redistribution.

    3. Passage of Resolution approving Modification No. 2 decertifying and removing parcels from the Lake Street Center Tax Increment Financing (TIF) District as of December 31, 2024, and directing the City’s Finance Officer to establish any appropriations necessary to return surplus tax increment from the TIF district funds to Hennepin County for redistribution.

    2. Authorizing contracts or agreements with the Metropolitan Council, Jamar Smith, Riverfront Development Partners LLC, and related entities to implement the aforesaid grants.

    1. Passage of Resolution authorizing applications to the Metropolitan Council's Tax Base Revitalization Account [TBRA] Grant Program for environmental investigation and/or remediation funding for the following projects: Cheatham Apartments (3716 Cheatham Ave), $1,076,548; Rise Up Center (2820 and 2828 Hennepin Ave S), $180,000; and The Springs (809 and 828 Spring St NE), $228,108.

    2. Passage of Resolution authorizing applications to Hennepin County's Environmental Response Fund [ERF] Grant Program for environmental investigation and/or remediation funding for the following projects: 2211 Broadway St NE (2211, 2211 ½ and 2301 Broadway St NE), $90,000; Cheatham Apartments (3716 Cheatham Ave), $1,076,548; CLCLT Homes -- Fall 2024 (various addresses), $480,000; Debre Selam Medhanealem Ethiopian Orthodox Tewahedo Church (2629 30th Ave S), $437,000; Rise Up Center (2820 and 2828 Hennepin Ave S), $76,650; Soo Line Community Garden (2845 Garfield Ave), $773,034; The Springs (809 and 828 Spring St NE), $458,519; and Whittier Park (2600 Grand Ave S), $191,275.

    3. Passage of Resolution authorizing application to the Minnesota Department of Employment and Economic Development [DEED] Contamination Cleanup and Investigation Grant Program for environmental investigation and/or remediation funding for the following project: 2211 Broadway St NE (2211, 2211 ½ and 2301 Broadway St NE), $130,000.
