A. Variance.
Recommended motion: The City Planning Commission approves the variance to reduce the minimum Floor Area Ratio of the building from 1.5 to .03.B. Variance.

The Department of Community Planning and Economic Development (CPED) recommends that the City Planning Commission adopt staff findings for the application by Bayou Tekle with Re’ese Adbarat Tserha Aryam Kidist Selassie Ethiopian Orthodox Tewahedo Cathedral, for the property located at 2601 Minnehaha Ave:
A. Variance.
Recommended motion: The City Planning Commission approves the variance to reduce the minimum floor area ratio in the BFT10 Transit 10 Built Form Overlay District from 1.0 to 0.36.
B. Variance.
Recommended motion: The City Planning Commission denies the variance to increase the maximum vehicle parking requirement from 81 to 131, and in lieu thereof approves a variance to increase the maximum vehicle parking requirement from 81 to 102.C. Variance.
Recommended motion: The City Planning Commission denies the variance to increase the maximum number of surface parking stalls on a zoning lot from 100 to 129.D. Site Plan Review.
Recommended motion: The City Planning Commission approves the site plan review for a two-story addition to an existing religious place of assembly and a new two-story parish house, subject to the following conditions:- All site improvements shall be completed by May 6, 2026, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.
- CPED staff shall review and approve the final site, elevation, landscaping, and lighting plans before building permits may be issued.
- The applicant shall submit the tax parcel division, combination, or lot line adjustment request form to CPED and submit proof of the filing with Hennepin County.
- All signs shall comply with Chapter 560 of the zoning code. All signage requires a separate permit from CPED.
- The proposed surface parking on the site shall be reduced to one hundred (100) or fewer spaces.
- The first-floor east elevation of the proposed addition to the religious assembly building shall be modified to provide a minimum window coverage of at least ten (10) percent, in compliance with MCO 550.590(c).
- Parking stalls obstructing vehicle access to the attached garage of the parish house shall not be striped or otherwise established.
- A minimum of twenty-eight (28) canopy trees and one hundred and fifty-four (154) shrubs shall be provided on site.
- All areas not occupied by buildings, parking and loading facilities, or driveways shall be covered with turf grass, native grasses, perennials, vines, shrubs, trees, or edible landscaping, in compliance with MCO 550.700.
- All required canopy trees shall be a minimum of two and one-half (2.5) caliper inches at planting, in compliance with MCO 550.7
- Landscaped yards in full compliance with MCO 550.690(b)(1) shall be provided between new parking areas and public streets.
- Screening of three (3) feet in height and at least sixty (60) percent opacity shall be provided between all parking areas and public streets, in compliance with MCO 550.690(b)(2).
- At least one (1) canopy tree per twenty-five (25) feet of parking lot frontage shall be provided along both Minnehaha Avenue and 26th Street East, in compliance with MCO 550.690(b)(3).
- Screening of at least ninety-five (95) percent opacity and between six (6) and eight (8) feet in height shall be provided between the proposed trash and recycling storage area and both Minnehaha Avenue and 26th Street East, in compliance with MCO 550.90.
- The applicant shall prepare and submit a lighting plan demonstrating compliance with MCO 550.2230, 550.100, 555.690, and 555.1250.
