Public Hearing

  1. 418 3rd Ave N, Ward 3

    The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the application by AWH Architects for the property located at 418 3rd Ave N in the Minneapolis Warehouse Historic District:

    Certificate of Appropriateness.

    Recommended motion: Approve the certificate of appropriateness to rehabilitate the building at 418 3rd Ave N in the Minneapolis Warehouse Historic District, subject to the following conditions:

    1. Prior to the issuance of building permits the applicant shall:
      1. Amend plans to demonstrate that the first-floor rear windows shall be simulated divided light windows whose divisions of lights match the size and design of those of the imitation true divided light steel sash windows proposed on the west side of the building;
      2. Amend plans to depict rear doors less monumental in scale, specifically by being no more than eight feet in height; and
      3. Provide interior photos of glass samples held in front of a representative window on the same façade of the building to demonstrate that existing and proposed glass color, clarity, and reflectivity shall match.
    2. Following issuance of building permit, but prior to masonry repairs being conducted, the applicant shall submit photos of masonry (concrete and brick) test panels to staff to demonstrate that:
      1. Existing and proposed concrete shall match in terms of color, aggregate, and finish/texture;
      2. Existing and proposed brick shall match in terms of color, texture/finish, and dimensions;
      3. Existing and proposed mortar shall match in terms of color, aggregate, joint width, joint profile, and strength (or type O mortar may be used); and
      4. Replacement sealant shall match existing mortar in color and finish, and shall only be used to seal metal, not to bond stones.
    3. Serviceable historic brick removed as part of the proposed window installation shall be stored onsite, for use in future repairs.
    4. No signage is approved as part of this application. All signage shall be separately reviewed and approved in the future.
    5. Any new exterior mechanical equipment shall meet the Minneapolis Warehouse Historic District Design Guidelines.
    6. By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approved is substantially begun and proceeds in a continuous basis toward completion. Upon written request and for good cause, the planning director may grant up to a one-year extension if the request is made in writing no later than July 14, 2022.
    7. By ordinance, all approvals granted in this certificate of appropriateness shall remain in effect as long as all of the conditions and guarantees of such approvals are observed. Failure to comply with such conditions and guarantees shall constitute a violation of this certificate of appropriateness and may result in termination of the approval.

    Milwaukee Road Depot, 300 Washington Ave S, Ward 3

    The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the application by Miller Dunwiddie for the property located at 300 Washington Ave S, the Milwaukee Road Depot and Freight House:

    A. Certificate of Appropriateness.

    Recommended motion: Deny the certificate of appropriateness to remove a portion of the chimney at 300 Washington Ave S, the Milwaukee Road Depot and Freight House.
