Considering an appeal submitted by Jeff Ellerd, on behalf of The Wall Companies, regarding the decision of the City Planning Commission's condition of approval 7 to a site plan review (PLAN8040) approving a planned unit development that includes the renovation of an existing building into a shopping center/food hall (Building A), construction of a seven-story mixed-use building with 32,500 square feet of commercial space/143 residential units (Building B), and construction of a six-story 142-unit residential building (Building C) at 445 Malcolm Ave SE, 419-504 29th Ave SE, and 501 30th Ave SE.
Condition no. 7: Building C shall comply with the Minneapolis Guide to Exterior Materials in terms of percentages of exterior materials (i.e. not more than 30 percent maximum of fiber cement panels that are less than 5/8 inches thick) and number of exterior materials on an elevation.
Referring to staff the subject matter of an ordinance amending Title 20 of the Minneapolis Code of Ordinances relating to Zoning Code, authorizing residential uses with up to three units on properties in lower-density zoning districts and amending standards related to building bulk, lot size, required yards, setbacks, and other development standards:

Approving the adequacy of the Environmental Assessment Worksheet (EAW) for the proposed Portland and Washington mixed-use development located at 500-530 S 3rd St and 240 Portland Ave.
Approving the determination that an Environmental Impact Statement (EIS) is not required.
Adopting the Findings of Fact as prepared by the Department of Community Planning & Economic Development.
Setting a public hearing for Mar 21, 2019, to consider the following Mayoral reappointments for two-year terms beginning Feb 1, 2019, and ending Jan 31, 2021: Alissa Luepke Pier, Seat 5, Ward 5; and Sam Rockwell, Seat 6, Ward 8.
Approving an application submitted by The Wall Companies to rezone (PLAN8040) the properties located at 445 Malcolm Ave SE, 419-504 29th Ave SE, and 501 30th Ave SE from the I2 Medium Industrial District to the C3A Community Activity Center District to allow a planned unit development that includes the renovation of an existing building into a shopping center, construction of a seven-story mixed-use building with 32,500 square feet of commercial space/143 residential units, and construction of a six-story 142-unit residential building.
Passage of Ordinance amending Title 20, Chapter 521 of the Minneapolis Code of Ordinances relating to Zoning Code: Zoning Districts and Maps Generally.
