    1. Considering an appeal submitted by Jeff Ellerd, on behalf of The Wall Companies, regarding the decision of the City Planning Commission's condition of approval 7 to a site plan review (PLAN8040) approving a planned unit development that includes the renovation of an existing building into a shopping center/food hall (Building A), construction of a seven-story mixed-use building with 32,500 square feet of commercial space/143 residential units (Building B), and construction of a six-story 142-unit residential building (Building C) at 445 Malcolm Ave SE, 419-504 29th Ave SE, and 501 30th Ave SE.

      Condition no. 7: Building C shall comply with the Minneapolis Guide to Exterior Materials in terms of percentages of exterior materials (i.e. not more than 30 percent maximum of fiber cement panels that are less than 5/8 inches thick) and number of exterior materials on an elevation.
