    1. Approving an application submitted by Cody Dietrich, on behalf of Doran-CSM SE II, LLC, for an interim use permit (PLAN7871) to allow a temporary commercial surface parking lot on the property located at 311 2nd St SE for a period lasting until Dec 7, 2023.

    1. Considering an appeal submitted by Rick McKelvey, on behalf of United Properties, regarding the decisions of the City Planning Commission's conditions of approval 3 and 6 to a conditional use permit (PLAN7658) approving a new, mixed-use development located at 30 S 3rd St:

      1. Condition no. 3: No wall sign shall be located higher than 50 feet above grade.
      2. Condition no. 6: The building shall be designed without the vertical vehicle ramp (at Washington and Hennepin) down to the below grade parking at the north end of the porte cochere and be replaced with a sidewalk and accessible plaza space.
    2. Considering an appeal submitted by Rick McKelvey, on behalf of United Properties, regarding the decision of the City Planning Commission's condition of approval 3 to a site plan review (PLAN7658) approving a new, mixed-use development located at 30 S 3rd St.

      Condition no. 3: There shall be a principal entrance with an architectural canopy or awning to the branch bank retail space from the outside of the building within approximately 60 feet of the property line at Hennepin and Washington Avenues. This entrance shall be outside of the streetcar easement.

Considering an appeal submitted by Gary Dachis, on behalf of Rule Breaker Three, LLC, regarding the decision of the Zoning Board of Adjustment upholding the determination of the Zoning Administrator to deny a building permit for an alternative financial institution at 1100 Franklin Ave E based on the fact that the use does not meet the 1,000 foot spacing from all existing alternative financial establishments, pawnshops, and missions as required in Chapter 536 of the Zoning Code.
