Considering an appeal submitted by Ikraan Abdulle, on behalf of Abdulle properties, regarding the decisions of the City Planning Commission’s conditions of approval 2 and 3 to a conditional use permit and conditions of approval 4 and 5 to a site plan review (PLAN6856) approving a new cluster development at the properties located at 415 and 417 Taylor St NE:
Conditional use permit condition No. 2/site plan review condition No. 4: The front-facing garages shall not extend more than 7 feet closer to the front lot line than the facade of a habitable portion of the first story. This condition shall not apply to the two southwestern buildings that do not have front lot lines. Staff encourages consistent design among all six structures.
Conditional use permit condition No. 3/site plan review condition No. 5: The front-facing attached garages shall not exceed 60 percent of the width of the structure.

Considering an appeal submitted by Carol Lansing, on behalf of Lake Street Apartments, LLC regarding the following decisions of the City Planning Commission (PLAN6843) to allow a new six-story 111-unit mixed-use building on the property at 410 and 414 W Lake St and 2945 and 2943 Harriet Ave S:
- Approving condition of approval No. 1 for the conditional use permit: Other than the stairwell, the rest of the north side of the building shall be stepped back 10 feet from the fifth floor.
- Denying a variance to increase the maximum fence height.
- Approving condition of approval No. 3 for the site plan review: The project cannot exceed the maximum for fiber cement panels on the north elevation.
- Approving condition of approval No. 4 for the site plan review: The applicant shall meet the minimum window requirement along Harriet Ave S.
- Approving condition of approval No. 5 for the site plan review: The auto entry/exit along Harriet Ave shall be removed and replaced with units so the result is that the building will have units between the lobby and the north edge of the building.
- Approving condition of approval No. 6 for the site plan review: Windows shall be added along the east elevation on the first floor to allow views in and out of the buildings from the alley. Specifically, two windows between grid C and D, two windows between grids D and E, and one window between grids A and B.
