Authorizing an amendment to Contract No. C-43687 with Bremer Bank for the addition of the Bremer Bank Master Treasury Management Services Agreement to the Terms and Conditions of the City Contract, establishing authorized signers to act on behalf of the City in actions taken under the agreement.

Passage of Resolution authorizing the Chief Financial Officer to issue and sell City of Minneapolis general obligation refunding bonds to refund all or a portion of the General Obligation Library Referendum Refunding Bonds, Series 2011 and General Obligation Library Referendum Bonds, Series 2012.

    1. Authorizing the purchase of a $10,000,000 Owners' Protective Professional Indemnity (OPPI) insurance policy (with $50,000 retention) from Berkley Construction Professional at a cost of $136,849 for the new Public Service Building project.

    1. Authorizing an increase to Contract No. C-43187 with Ebert Inc., in the amount of $27,433.31, for required excavation of unforeseen underground debris for fence and utility installation and for additional asphalt patch work that were not included in the original project scope.

Authorizing an increase to Contract No. C-37487 with SKIDATA, Inc. in the amount of $350,000 and extending the contract through December 31, 2023, for annual repair and maintenance and upgrades to the Minneapolis Convention Center's parking software and equipment to comply with Payment Card Industry (PCI) Data Security Standards (DSS).

Authorizing an increase to Contract No. C-43587 with Northern Lines Contracting, in the amount of $218,050.25, for hauling additional soil from the site, removing additional utility piping, and removal of additional concrete debris on the East Side Storage and Maintenance Facility Demolition Project.

    1. Approving a lease with Hillcrest Development at 2700 28th St E, Suite 195, in the amount of $18,600 per year, from Oct. 1, 2018 - March 31, 2022, for an Employee Assistance Program (EAP) office space.

    1. Approving a lease with Grace In the City Church at 609 10th St S in the amount of $9,000 annually, with two (2) options for one-year renewals, for Minneapolis Police Department (MPD) homeless outreach program.

Rescinding Council Action 2018-0254 directing the City Coordinator's office through the Supplier Diversity Workgroup to present options that adapt the Target Market Program to align with the City goal of equity by incorporating racial, gender, and geographic equity into the program within state statutes and federal laws.

Authorizing contracts with twenty-three (23) consultant pool vendors, each with dollar limits based on the potential work needed over the three (3) year term of the agreements, for completion of current projects and implementation of future projects at both Target Center and the Minneapolis Convention Center.

    1. Authorizing an increase to Contract No. C-42055 in the amount of $18,225.56 for a new total of $179,497.56, to allow for close out and final payment of the Convention Center Wall Sconce Replacement Project for the ballroom and meeting rooms.

    1. Authorizing the the joining of a local government amicus brief in support of plaintiffs in Ramos, et al. v. Kirstjen Nielsen, et al., which supports challenging the federal government's efforts to terminate the Temporary Protected Status (TPS) designation for several countries, and authorizing the City Attorney's Office to take all steps necessary to join in support of this amicus brief.

    1. Authorizing a donor recognition wall at the Downtown East Commons in accordance with the Donation Agreement for the project (Contract No. C-37870).

    2. Passage of Resolution accepting charitable gifts from Green Minneapolis for the operations of the Downtown East Commons.

    1. Authorizing an increase to Contract No. C-39867 with Canon Solutions America, Inc., in the amount of $6,000, for a not-to-exceed total of $16,000, and extending the contract for three (3) years, utilizing the supplier's form.

    1. Authorizing an increase to Contract No. C00-15921(A) with N. Harris Computer Corporation (d/b/a Harris Govern, a division of N. Harris Computer Corporation) in the amount of $437,178.13, for a new not-to-exceed total of $1,921,703.84, and extending the contract for up to five (5) years to provide appraisal software, support and services for the Assessor's Office.

Authorizing grant agreements funding community-based workforce development activities that assist employers recruit, train, and prepare Minneapolis residents to fill in-demand positions in their business: AccessAbility for up to $181,125; Goodwill Easter Seals of Minnesota for up to $75,000; and Project for Pride in Living for up to $100,000.

Passage of Resolution amending Resolution 2017R-491 entitled "Fixing the maximum amounts to be expended by the various departments for 2018 from the various funds under the jurisdiction of the City Council for which the City Council levies taxes and fees," passed Dec. 6, 2017, by reallocating $103,741 in the Department of Community Planning and Economic Development for Minneapolis Pathways employment and training services.

Accepting the second low bid of Northland Mechanical Contractors, Inc., submitted on Official Publication No. 8582, in the amount of $186,500, to provide all materials, labor, equipment, and incidentals for the Plaza Parking Ramp Boiler Replacement Project for the Minneapolis Public Works Department, and authorizing a contract for the project, all in accordance with City specifications.
