  1. 2 Grant from joint agencies for Prosecutorial Services to Crime Victims This link open a new window(2017-01331)
    1. Accepting the Prosecutorial Services to Crime Victims Grant for 2018-19, jointly funded from the U.S. Department of Justice, Office of Justice Programs, Office for Victims of Crime and the Minnesota Department of Public Safety, Crime Victim Services, in the amounts of $211, 293 and $62,757 respectively, with a $52,823 matching component, for the funding of one (1 FTE) two-year Crime Victim Specialist position, along with funding for increased outreach and training.

    2. Authorizing an agreement with the Minnesota Department of Public Safety for the Prosecutorial Services to Crime Victims grant.  

    3. Passage of Resolution approving appropriation of funds to the City Attorney's Department.

  2. 3 Bid of Frontline Warning Systems for installation of 15 outdoor warning sirens This link open a new window(2017-01333)
    1. Accepting the low bid of Frontline Plus & Rescue d/b/a Frontline Warning Systems, submitted on Official Publication No. 8465, in the amount of $222,675, to provide all materials, labor, equipment and incidentals for the installation of 15 outdoor warning sirens for the City, and authorizing a contract for the project, all in accordance with City Specifications.

  3. 4 Bid of Meisinger Construction for drinking fountain/water cooler replacement project This link open a new window(2017-01332)
    1. Accepting the low responsive bid of Meisinger Construction Company, Inc., submitted on Official Publication No. 8466, in the amount of $316,900, to provide all materials, labor, equipment and incidentals for the Minneapolis Convention Centerdrinking fountain/water cooler replacement project, and authorizing a contract for the project, all in accordance with City specifications.

  4. 5 Bid by Ebert Construction for Minneapolis Under Freeway Impound Lot Improvement Project This link open a new window(2017-01330)
    1. Accepting the low bid of Ebert, Inc. d/b/a Ebert Construction, submitted on Official Publication No. 8467, in the amount of $1,248,000, to furnish and deliver all labor, materials, and incidentals for the construction of the Minneapolis Under Freeway Impound Lot Improvement Project, and authorizing a contract for the project, all in accordance with City specificatioins.

  5. 6 3rd Quarter 2017 Gift and Donation Acceptance This link open a new window(2017-01329)
    1. Passage of Resolution accepting the 3rd Quarter 2017 gifts and donations valued under $15,000 made to the City of Minneapolis.

  6. 7 Contract amendment with Granicus for Swift911 rapid notification system This link open a new window(2017-01328)
    1. Authorizing an amendment to Contract No. C-38360 with Granicus for Swift911, a subscription-based application for the rapid notification system used extensively by many departments that delivers pre-recorded and text messages to targeted citizens by phone, text, email or paging, and is used for purposes such as but not limited to citizen notification of snow emergencies, Amber Alerts, street construction, and street sweeping.

  7. 8 "Blueprint for Powering Minneapolis Municipal Operations with 100% Renewable Electricity by 2022" report This link open a new window(2017-01275)
    1. Receiving and filing report “Blueprint for Powering Minneapolis Municipal Operations with 100% Renewable Electricity by 2022."

    2. Directing staff to examine the feasibility of a third party wind farm development with the Renewable Energy Credits (RECs) assigned to the City. Ideally, the electricity production would start no later than January of 2023 when the Renewable*Connect contract for the 50 million kWh expires.

    3. Directing staff to release a bid package, before the end of 2017, requesting current Community Solar Garden subscription pricing for up to the remaining 4.5 million kWh of the originally authorized 12 million kWh of Community Solar Garden subscriptions.

  8. 9 Grant from the National Marrow Donor Program This link open a new window(2017-01287)
    1. Authorizing the acceptance of a $20,000 grant from the National Marrow Donor Program to finalize plans for medication distribution to critical staff in the event of an emergency.

    2. Authorizing an agreement with the National Marrow Donor Program for the grant.

    3. Passage of Resolution approving appropriation of funds to the Health Department

  9. 10 Gift acceptance from John Jay College for Smart on Crime Innovations Conference travel expenses This link open a new window(2017-01288)
    1. Passage of Resolution accepting donation for travel related expenses estimated at $1,250 from John Jay College for Minneapolis Police Department Deputy Chief Art Knight to attend the Smart on Crime Innovations Conference in New York, NY from Oct. 9-11, 2017.

  10. 11 Paul Coverdell Forensic Science Improvement Grant award from the US DOJ - NIJ for 2018 This link open a new window(2017-01290)
    1. Authorizing the Paul Coverdell Forensic Science Improvement grant award agreement with the U.S. Department of Justice - National Institute of Justice for the 2018 calendar year in the amount of $167,339 for the purchase of Police Crime Lab equipment and supplies to enhance forensic capabilities.

    2. Passage of Resolution appropriating funds to the Police Department. 

  11. 12 Contract amendment with Translanguages for language translation services This link open a new window(2017-01291)
    1. Authorizing an increase to Contract No. C-40491 with Translanguages in the amount of $5,000, for a not-to-exceed total of $55,000, and an extending the contract through Dec. 31, 2017.

  12. 13 Grant from US BANCORP for increased video camera security along the East Lake Street corridor This link open a new window(2017-01293)
    1. Authorizing acceptance of a grant from US BANCORP, in the amount of $20,000, for the purchase of two (2) security video cameras to enhance security along the East Lake Street corridor.

    2. Passage of Resolution appropriating funds to the Police Department. 

  13. 14 Contract with Minneapolis Public Housing Authority for Section 8 Housing Choice Voucher Program This link open a new window(2017-01301)
    1. Authorizing an agreement with the Minneapolis Public Housing Authority (MPHA), for a not-to-exceed amount of $54,412.50 for a Minneapolis Police Department (MPD) Sergeant to participate in the federally funded "Section 8 Housing Choice Voucher Program" (the "Section 8 Program") administered by the MPHA from July 4, 2017 - July 3, 2018. 

  14. 15 Contract amendments for property maintenance This link open a new window(2017-01308)
    1. Authorizing an extension of the Standard Professional Services Contracts from December 31, 2017, through December 31, 2018, for property maintenance with the following contractors:

      Dwaynes Lawn & Snow Care (#C-39028A); Hennepin County Sentence to Service Program (#C-39566A & #C-39949B); Minneapolis Maintenance, LLC (#C-39025A & #C-39025B); MKL Tran, Inc. (#C-39027A); The Network for Better Futures (#C-39026A); and Tree Trust (#C-39024A & #C-39024B).

    2. Authorizing an increase to the Standard Professional Services Contracts in the amount of $240,000 for a total amount not to exceed $3,201,080, for property maintenance with the following contractors:

      Dwaynes Lawn & Snow Care (#C-39028A) by $10,000 for a new total of $221,680; Hennepin County Sentence to Service Program (#C-39566A) by $120,000 for a new total of $979,000; MKL Tran, Inc. (#C-39027A) by $10,000 for a new total of $96,400; and Tree Trust (#C-39024A) by $100,000 for a new total of $527,000.

  15. 16 Northern Lights Express (NLX): Joint Powers Agreement amendment and cost participation This link open a new window(2017-01309)
    1. Authorizing the City of Minneapolis' 2017 2nd half participation in the Minneapolis-Duluth/Superior Passenger Rail Alliance Board for the development of the Northern Lights Express in the amount of $4,485 from the Transportation Planning and Programming Budget (Fund 00100 6020100).

    2. Authorizing an amendment to the Minneapolis-Duluth/Superior Passenger Rail Alliance Joint Powers Agreement to allow for payment of these funds in 2017, per the city budget.

  16. 17 Downtown Minneapolis Transportation Management Organization (TMO): 2018 Grant Agreements This link open a new window(2017-01307)
    1. Authorizing the execution of Metropolitan Council pass-through "Sub-recipient Grant Agreement" between the Metropolitan Council and the City of Minneapolis to provide up to $413,623 in federal grant funding (FTA-CMAQ) for Transportation Demand Management (TDM) projects in effect for the period of Jan 1, 2018, through Dec 31, 2018.

    2. Authorizing the execution of the Federal Transit Administration (FTA) fiscal year 2018 Certifications and Assurances (which certify that the City is in compliance with the provisions of law enumerated therein) and authorize execution of any subsequent editions of the Certifications and Assurances as required and certify compliance with the "Specific Federal Requirements" and other documents as required pursuant to the terms of Sub-recipient Grant Agreement.

    3. Authorizing the execution of Agreements with the Downtown Minneapolis Transportation Management Organization (TMO) to perform specific work efforts in accordance with the Metropolitan Council Contract providing up to $413,623 in federal grant funding in effect from Jan 1, 2018, through Dec 31, 2018.

    4. Passage of Resolution increasing the appropriation for the Public Works Transportation Agency in the Grants Federal Fund by $413,623.

  17. 18 Cooperative Agreement with Hennepin County for a Pedestrian Crossing Study Grant This link open a new window(2017-01304)
    1. Accepting grant award from Hennepin County in the amount of $12,500 covering 25% of the $50,000 Pedestrian Crossing Study. 

    2. Authorizing Hennepin County Cooperative Agreement No. PW 19-20-17 for the Pedestrian Crossing Study grant. 

    3. Passage of Resolution increasing the appropriation for the Public Works Department by $12,500.

  18. 19 Contract Amendment with PCI Roads, LLC for Northtown Yard Water Main Tunnel Renovations Project This link open a new window(2017-01300)
    1. Authorizing an increase to Contract No. C-41319 with PCI Roads, LLC in the amount of $102,637.50, for a revised contract total not to exceed $733,637.50, for construction change orders for the Northtown Yard Water Main Tunnel Renovations Project. 

  19. 20 2017 Affordable Housing Trust Fund (AHTF) project recommendations This link open a new window(2017-01306)
    1. Approving a total of $8,828,494 from the Affordable Housing Trust Fund (AHTF), subject to the availability of funding at project closing, and authorizing the execution of necessary documents for the following projects: Minnehaha Commons; Aeon Prospect Park; Many Rivers; Park 7; Olson Redevelopment Phase I; Penn Avenue Union; Loren on Park Apartments; West Broadway Curve West Building; and Hook and Ladder.

    2. Approving a loan for the PERIS Development project, located at 1930 Hennepin Ave, from the residual amount in the 2017 Affordable Housing Trust Fund (AHTF).

    3. Directing staff to provide options for up to $500,000 in additional funding for the Affordable Housing Trust Fund (AHTF) in the 2018 budget to be awarded to qualified recipient(s) in the first quarter of 2018, and report back to the Budget Subcommittee no later than December 1, 2017.

  20. 21 Contract with the Department of Veterans Affairs for Fire Suppression and Emergency Services This link open a new window(2017-01302)
    1. Authorizing a contract with the Department of Veterans Affairs in the amount of $170,000 for providing Fire Suppression and Emergency Services at the Veterans Affairs Medical Center Campus (VAMC) and buildings assigned to VAMC in Fort Snelling from Sept.26, 2017 - Sept. 25, 2018.

    2. Passage of Resolution approving revenue appropriation to the Fire Department.
