Public Hearing

  1. 2 8th St SE Street Reconstruction: Project approval, assessment, and areaway abandonment This link open a new window(2021-00745)
    1. Passage of Resolution amending Resolution 2021R-156 entitled “Designating the location and improvements proposed to be made in the 8th St SE Street Reconstruction and Street Lighting Project, Special Improvement Project No. 2283 (PV120)” passed May 28, 2021, to remove the street lighting portion of the project.

    2. Amending Council Action 2021A-0444 relating to the 8th St SE Street Reconstruction Project to remove references to street lighting improvements.

    3. Passage of Resolution ordering the work to proceed and adopting special assessments in the amount of $45,557 for the 8th St SE Street Reconstruction Project, Special Improvement of Street No. 2283 (PV120).

    4. Passage of Resolution requesting the Board of Estimate and Taxation authorize the City's issuance and sale of assessment bonds in the amount of $45,557 for the project.

    5. Passage of Resolution ordering the abandonment and removal of areaways located in the public right-of-way in conflict with the project.

    1. Passage of Resolution adopting and levying the assessments and adopting the assessment roll for sidewalk repair and construction for the 2020 construction season on the list of properties dated June 25, 2021.

    1. Approving application of Chris Bock of The Saloon, for a large block event permit to allow The Saloon's annual Pride Block Party to be held from July 16-18, 2021, on 9th St N between Hennepin Ave and 1st Ave N, and to operate outside the hours permitted under Minneapolis Code of Ordinances, Section 455.35(c)(1).

  2. 5 Contract amendment with CDM Smith for Fridley Campus Industrial Electrical Rehabilitation Project This link open a new window(2021-00748)
    1. Authorizing an increase to Contract No. C-44151 with CDM Smith, in the amount of $2,676,200 for a total amount not to exceed $5,061,300, and an extension of the contract to Dec 31, 2024, for construction engineering services for the Fridley Campus Industrial Electrical Rehabilitation Project.

  3. 6 Contract amendment with Michels Corporation for Pump Station No. 5 North Flood Wall Rehabilitation Project This link open a new window(2021-00749)
    1. Authorizing an increase to Contract No. COM0002647 with Michels Corporation, in the amount of $54,000 for a total amount not to exceed $2,040,183.97, for additional costs due to unforeseen conditions on the Pump Station No. 5 North Flood Wall Rehabilitation Project, all in accordance with City specifications.

  4. 7 Contract amendment with Cy-Con, Inc. for the Plaza Ramp 12th St Entrance Snow Removal System Repair Project This link open a new window(2021-00766)
    1. Authorizing an increase to Contract No. COM0002794 with Cy-Con, Inc., in the amount of $17,243 for a total amount not to exceed $243,743, for additional demolition and snow-melt piping work for  the Plaza Ramp 12th St Entrance Snow Removal System Repair Project.

    1. Authorizing an amendment to Contract No. C-27786 with Nice Ride Minnesota extending the grant and license agreement to Nov 1, 2021.

  6. 9 Cooperative agreement with Hennepin County for Franklin Ave Signals and Pedestrian Improvements Project This link open a new window(2021-00751)
    1. Authorizing a cooperative agreement with Hennepin County, in the amount of $1,211,100, for the County to reimburse the City for the Franklin Ave Signals and Pedestrian Improvements Project.

    2. Passage of Resolution approving appropriation of funds to the Public Works Department.

    1. Accepting the low bid of Western Waterproofing Company, Inc., submitted on Event No. 1473, in the amount of $174,100, to provide all materials, labor, equipment, and incidentals necessary for the Ramp B Helix Overlay Project, and authorizing a contract for the project, all in accordance with City specifications.

  8. 11 Bid for Kenwood Tower Masonry Rehabilitation Project This link open a new window(2021-00753)
    1. Accepting the second lowest bid of Stillwater Masonry Restoration, Inc., submitted on Event No. 1522, in the amount of $399,700, to provide all materials, labor, equipment, and incidentals necessary for the Kenwood Tower Masonry Rehabilitation Project, and authorizing a contract for the project, all in accordance with City specifications.

    1. Accepting the low bid of Equix Integrity, Inc., submitted on Event No. 1488, in the amount of $375,500, to provide all materials, labor, equipment, and incidentals necessary for the Small Diameter Pipe Cleaning and Inspection Project, and authorizing a contract for the project, all in accordance with City specifications.

  10. 13 Bid for removal of snow and ice from public sidewalks This link open a new window(2021-00755)
    1. Accepting the fourth low bid of Stonepro LLC, submitted on Event No. 1460, in the amount of $4,000,000, to provide all materials, labor, equipment, and incidentals necessary to remove snow and ice from city sidewalks, and authorizing a contract for the project, all in accordance with City specifications. 

  11. 14 Bid for Midtown Greenway Trail Resurfacing Project This link open a new window(2021-00768)
    1. Accepting the sole bid of G. Urban Companies, Inc., submitted on Event No. 1466, in the amount of $557,767.20, to provide all materials, labor, equipment, and incidentals necessary for the Midtown Greenway Trail Resurfacing Project, and authorizing a contract for the project, all in accordance with City specifications.

Discussion

  1. 15 Truck parking ordinance This link open a new window(2019-00855)
    1. Passage of Ordinance amending Title 18, Chapter 478 of the Minneapolis Code of Ordinances relating to Traffic Code: Parking, Stopping and Standing, amending provisions related to parking of overweight vehicles and commercial vehicles.

      1. Directing Community Planning & Economic Development (CPED) staff to work with all interested parties to develop commercial truck parking in the City of Minneapolis. Outreach should be made with commercial property owners, institutions, and railroad companies to find potential sites for parking. While parking lots are not a use that is representative of the adopted Minneapolis 2040 plan, the need for this use is important enough that staff should endeavor to develop as many parking spots is as feasible in the city.
      2. Directing Intergovernmental Relations staff to reinvigorate regional efforts at finding legislative and operating solutions for commercial truck parking in the Minneapolis-St Paul metropolitan area.
      3. Directing staff to deliver a report to the City Council in the fourth quarter of 2022 detailing the development of parking opportunities, the first year’s experience with education and enforcement, and the results of regional inter-government efforts to find regional solutions to truck parking.
