Passage of Resolution ordering the work to proceed and adopting special assessments in the amount of $588,019.19 for the Downtown East (S 10th Ave between Washington Ave and S 3rd St; S 3rd St between S 10th Ave and S 12th Ave; and S 12th Ave between Washington Ave and S 3rd St) Street Reconstruction Project, Special Improvement of Existing Street No. 6770 (PV142).

    2. Passage of Resolution requesting the Board of Estimate and Taxation authorize the City's issuance and sale of assessment bonds in the amount of $588,019.19 for the project.

    3. Passage of Resolution ordering the abandonment and removal of areaways located in the public right-of-way in conflict with the project.

    1. Authorizing issuance of a Request for Proposals (RFP) for design services for Nicollet Avenue Bridge over Minnehaha Creek (BR127).

    1. Authorizing the submittal of a grant application to Metropolitan Council Environmental Services' Municipal Infiltration/Inflow Grant Program, for an amount of $50,000 plus an additional sum to be determined upon program conclusion in March 2023, for reimbursement of expenses for CIPP (cured-in-place-pipe) lining and repairs of existing sewers that have taken place between Jan 1, 2021, and Dec 31, 2022.

  4. 9 Contract with the University of New Mexico for stormwater asset management expert facilitation services This link open a new window(2021-00457)
    1. Authorizing the customization of the terms and conditions of the contract with the University of New Mexico (UNM) for stormwater asset management expert facilitation services to reflect the following material changes: per applicable law, UNM is self-insured and barred from indemnifying other parties or agreeing to out-of-state law, as such the contract is silent as to applicable law and venue and each party is responsible for any claims or damages it may cause.

    1. Authorizing a cost sharing agreement with the University of Minnesota, whereby the University will reimburse the City in the estimated amount of $1,035,582 for work related to the reconstruction of 8th St SE.

  6. 11 Agreement with the City of Saint Paul for the Twin Cities Electric Vehicle Mobility Network (EV Spot Network) This link open a new window(2021-00454)
    1. Authorizing an agreement with the City of St. Paul for management of project funds, oversight of the electric vehicle carshare fleet operator contract, and management of electric vehicles and charging supply equipment procurement and installation, related to the Twin Cities Electric Vehicle Mobility Network (EV Spot Network)

    1. Passage of Resolution amending Resolution 2020R-387 entitled “Designating the improvement of certain existing streets in the 2021 Street Resurfacing Program, Special Improvement of Existing Street No. 2337,” adopted Dec 18, 2020, to add three additional projects to the 2021 Street Resurfacing Program.

    2. Adopting report receiving the cost estimate of $7,455,456.57, directing the preparation of proposed special assessments against the list of benefited properties, and setting the public hearings as follows:

      1. Jun 9, 2021, for 54th St W
      2. Jun 9, 2021, for Franklin Ave W
      3. Jun 9, 2021 for 53rd Ave N

    1. Approving small wireless collocation agreement form revisions.

  9. 14 Lowry Hill Special Service District Advisory Board appointments This link open a new window(2021-00459)
    1. Approving the following Council appointments for two-year terms beginning Jan 1, 2021, and ending Dec 31, 2022: Frank Inamagua, Seat 1; and Steve Havig, Seat 2, Ward 7.

    2. Waiving the residency requirement (Minneapolis Code of Ordinances 14.180) for Frank Inamagua.

  10. 15 Bid for catch basin and manhole repair This link open a new window(2021-00460)
    1. Accepting the low bid of All Phase Contracting, Inc., submitted on Event No. 1418, in the amount of $1,175,798, to provide all materials, labor, equipment, and incidentals necessary for catch basin and manhole repairs, and authorizing a contract for the project, all in accordance with City specifications.

  11. 16 Bid for Fridley Campus Electrical Rehab-Switchgear Project This link open a new window(2021-00455)
    1. Accepting the low bid of States Manufacturing Corporation, submitted on Event No. 1380, in the amount of $4,122,900, to provide all materials, labor, equipment, and incidentals necessary for the Fridley Campus Electrical Rehab-Switchgear Project, and authorizing a contract for the project, all in accordance with City specifications.
