Public Hearing

  1. 2 Water and Sewer Code revision (2022-00202)
    1. Passage of Ordinance amending Title 19 of the Minneapolis Code of Ordinances, relating to Water, Sewers and Sewage Disposal, by repealing, replacing, and/or amending the following chapters to revise stormwater sewer and sanitary sewer charges and permits for the laying, repairing, and replacing of stormwater sewer and sanitary sewer pipes:

      1. Chapter 505 In General.
      2. Chapter 507 Connections by City and Assessments Therefor.
      3. Chapter 509 Water.
      4. Chapter 510 Stormwater Management System and Operation of a Stormwater Utility.
      5. Chapter 511 Sewers and Sewage Disposal.

Consent

  1. 3 Sidewalk repair and construction assessments (2022-00511)
    1. Setting a public hearing for July 14, 2022, to consider the assessment charges for sidewalk repair and construction that remain unpaid.

  2. 4 2022 Capital Improvement Program: Revenue reallocation, appropriation, and revenue adjustments (2022-00512)
    1. Passage of Resolution amending the 2022 Capital Improvement Appropriation Resolution by increasing revenue and appropriation in the Downtown East (PV142) Project, Major Bridges Repair and Rehab Program (BR10121Sabo), and the Pedestrian Safety Program (BP00421LaSalle), and decreasing revenue and appropriation in the 34th Ave S (PV087) and Johnson St NE (PV156) Projects.

  3. 5 Master Partnership Agreement with Minnesota Department of Transportation (2022-00514)
    1. Passage of Resolution authorizing Master Partnership Contract No. 1050181 between the State of Minnesota, Department of Transportation (MnDOT), and the City of Minneapolis, for a term ending June 30, 2027.

  4. 6 Blue Line Extension Route Modification Report: City of Minneapolis comments (2022-00459)
    1. Passage of Resolution supporting the West Broadway Route alignment for the Blue Line Light Rail Transit (LRT) Extension within the City of Minneapolis and directing the submittal of the resolution to Hennepin County and Metropolitan Council.

    2. Approving City of Minneapolis comments on the Blue Line Extension Route Modification Report and directing the submittal of the comments to Hennepin County and Metropolitan Council.

Discussion

  1. 7 Hennepin Ave S Street Reconstruction Project: Layout approval, easements, repealing an associated one-way street, and parking restrictions (2022-00513)
    1. Approving the layout for the Hennepin Ave S Street Reconstruction Project, between Douglas Ave and W Lake St.

    2. Authorizing negotiation with private property owners to acquire easements and additional right-of-way, if necessary, for the project.

    3. Repealing One-Way Street No. 266 on Fremont Ave S from 180 feet west of Hennepin Ave S to 24th St W, and installing parking restrictions on the east side of Fremont Ave S from 180 feet west of Hennepin Ave S to the southerly curb line of 24th St W.

    4. Passage of Resolution directing the City Engineer to establish parking restrictions on Hennepin Ave S between Douglas Ave and W Lake St per the City Council approved layout to meet State Aid Rule 8820.

Addendum

  1. 8 Hennepin Ave S Street Reconstruction Project: Layout approval, easements, repealing an associated one-way street, and parking restrictions (2022-00513)
    1. Directing Public Works staff to work with Metro Transit to:

      Ensure the $40 million appropriation from the State of Minnesota for the METRO E Line arterial bus rapid transit (a-BRT) is fully utilized. In line with the request of the Minneapolis Legislative delegation and Minnesota House Transportation Finance and Policy Committee Chair Frank Hornstein, Public Works shall ensure the bus lanes in the Hennepin Ave S Reconstruction Project Layout are full-time, dedicated, 24/7 lanes when the street opens following construction.

      Form an Area Parking Management Task Force that includes City staff, commercial (business and landlord), and residential stakeholders.  The Task Force shall identify strategies and locations for implementing active curbside management and parking strategies along and adjacent to the Hennepin Avenue corridor between Douglas Avenue and Lake Street.  Staff shall report back to the Public Works and Infrastructure Committee within one year on their progress.  The Department should have a goal of implementing active curbside management and parking strategies prior to the beginning of street construction in 2024.
