    1. Setting a public hearing for Dec 8, 2021, to consider an ordinance amending Title 2, Chapter 15 relating to Administration: Ethics in Government, amending statutory citations related to campaign finance disclosure for municipal candidates.

    2. Setting a public hearing for Dec 8, 2021, to consider an ordinance amending Title 8.5, Chapter 167 relating to Elections: Municipal Elections: Rules of Conduct, amending statutory citations related to campaign finance disclosure for municipal candidates.

  4. 5 American Rescue Plan Act (ARPA) fund appropriations for time-sensitive projects and exchange of funding sources between projects This link open a new window(2021-01258)
    1. Passage of Resolution amending the 2021 General Appropriation Resolution as follows:

      1. Appropriating $1,000,000 to Human Resources for the purpose of employee COVID-19 testing in support of the city’s COVID-19 Testing and Proof of Vaccination Policy to be used in conjunction with $250,000 that was previously appropriated by Emergency Regulation No. 2021-5.
      2. Appropriating $3,267,400 to the Finance and Property Services Department for the purpose of Minneapolis Park and Recreation Board youth programming. The amount is allocated by the Board as follows: $1,300,000 in 2022, $1,092,000 in 2023, and $875,400 in 2024.
      3. Appropriating $1,000,000 to City Planning and Economic Development for the purpose of renter eviction representation.
      4. Appropriating $2,500,000 to City Planning and Economic Development to be used in addition to amounts appropriated by Hennepin County to support persons experiencing homelessness through shelter rehabilitation.
      5. Decreasing the appropriation for the Community Planning and Economic Development Department in the Community Investment Fund by $2,000,000.
      6. Increasing the appropriation for the Community Planning and Economic Development Department in the Community Investment Fund by $2,000,000.
      7. Decreasing the appropriation for the Community Planning and Economic Development Department in the American Rescue Plan Act Fund by $2,000,000.
      8. Increasing the appropriation for the Community Planning and Economic Development Department in the American Rescue Plan Act Fund by $2,000,000.

    1. Authorizing an extension to Contract No. C-41731 with AMCS Group, Inc. (AMCS) for an additional five years, through April 30, 2027, to align with support and maintenance expiration date, for the support and maintenance of the AMCS PC Scale system (PC Scale), licenses, and additional enhancements and customizations as needed.

Authorizing an increase to Contract No. C-34067 with Abbott Informatics Corporation, in the amount of $120,422.79 for a total amount not to exceed $538,896.28, and an extension through Oct 27, 2026, for the support and maintenance of the City’s Laboratory Information Management System (STARLIMS).
