Authorizing a contract with Jones Day, in an amount not to exceed $500,000 in 2021, and not to exceed $500,000 in 2022, with a total cap of $1,000,000, and an extension of up to four additional calendar years for any and all work performed for legal representation in matters relating to the United States Department of Justice’s pattern or practice investigation into the City and the Minneapolis Police Department. All additional assistance will be provided pro bono through the duration of the litigation.

    2. Waiving the City’s procurement processes for legal services contracts related to the United States Department of Justice’s pattern or practice investigation into the City and the Minneapolis Police Department.

    1. Authorizing an increase to Contract No. COM0002374 with Riverview Window, Inc, in the amount of $2,000,000 for a total amount not to exceed $3,401,250, for additional Lead Hazard Control work, with an extension through May 31, 2023.

  7. 9 Contract with Canopy Mental Health & Consulting to provide professional services to operate 24/7 Mobile Behavioral Health Crisis Response Teams This link open a new window(2021-00736)

Authorizing a contract with Canopy Mental Health & Consulting, for an amount not to exceed $6,000,000, for two years, to provide professional services to operate 24/7 Mobile Behavioral Health Crisis Response Teams, with the option to extend for three years for an annual amount not to exceed $3,000,000, at the sole option of the City.

    1. Authorizing the acceptance of a $47,000 grant from the Graves Foundation to support Mexico in Minneapolis, a Cultural Districts Artist in Residence program, to bring four Mexican master artists from Mexico specializing in the folk arts to mentor four local Minnesota artists.

    1. Authorizing a Memorandum of Understanding with Hennepin County Human Services and Public Health Department Behavioral Health Area in relation to the parties's collaboration regarding a Bureau of Justice Assistance (BJA) Justice and Mental Health Collaboration grant.

Receiving a legal memo, which includes findings and a proposed ballot question, on whether the voter-driven petition proposing a charter amendment to remove the Police Department and create a Department of Public Safety is an appropriate proposal for placement on the ballot under applicable law.

    2. Passage of Resolution adopting title and ballot language pertaining to a proposed amendment to the Minneapolis City Charter relating to the removal of the Police Department and the creation of a new Department of Public Safety, to be submitted to the qualified voters of the City of Minneapolis at the Municipal General Election on November 2, 2021.

    1. Receiving and filing recommendations from the Truth and Reconciliation Workgroup on establishing a truth and reconciliation commission.

    2. Directing the Division of Race and Equity to work across City departments to develop a framework, timeline, and budget by which the City can implement a Truth and Reconciliation Commission.

    1. Accepting a sub-grant from the Metropolitan Emergency Services Board in the amount of $3,920, to reimburse the cost of providing each 911 telecommunicator with training in Telephone Cardiopulmonary Resuscitation.

    2. Passage of Resolution appropriating funds to the 911 Department.

  2. 15 Public safety charter amendment This link open a new window(2021-00105)
    1. Passage of Ordinance, to be submitted to the voters at the November 2, 2021, municipal election, proposing amendments to Article VII and Article VIII of the Minneapolis City Charter relating to Administration and Officers and Other Employees, pertaining to the creation of a new Charter Department to provide public safety services, including law enforcement, and the removal of the Police Department as a standalone Charter Department.

  3. 16 Opposition to the Enbridge Energy Line 3 tar sands oil pipeline This link open a new window(2021-00588)
    1. Passage of Resolution opposing the Enbridge Energy Line 3 tar sands oil pipeline.
