Authorizing staff to continue analysis of the Seward Commons Phase III proposal at 2200 Snelling Ave S and 1912 22nd St E, to determine if tax increment financing (TIF) assistance is appropriate and justifiable.

Authorizing staff to negotiate the terms and conditions of a redevelopment contract with Seward Commons, LLC or an affiliated entity and prepare redevelopment and TIF plans for the project as needed, if further directed analysis concludes TIF assistance is appropriate. All such terms, conditions, plans and other provisions would be subject to City Council review.
