Authorizing staff to continue analysis of the Mino bimaadiziwin proposal at 2105, 2019, and 2113 Cedar Ave S, and 1820 22nd St E, to determine if tax increment financing (TIF) assistance is appropriate and justifiable.

Authorizing staff to negotiate the terms and conditions of a redevelopment contract with RLBC Franklin Station, LLC or an affiliated entity and prepare any necessary redevelopment and TIF plans for the project as needed. All such terms conditions, plans and other provisions would be subject to further City Council review.

Authorizing staff to make revisions to a 3-year Participation Agreement with Local Initiatives Support Corporation (LISC) for the SMMF Pilot consistent with the guideline changes.
