  1. 2 2017 HUD Consolidated Annual Performance and Evaluation Report (CAPER) This link open a new window(2018-00994)
    1. Authorizing submittal of the 2017 HUD Consolidated Annual Performance and Evaluation Report to the U.S. Department of Housing and Urban Development by Aug. 29, 2018.

    2. Directing staff to include any comments in the 2017 CAPER to be submitted to HUD on Aug. 29, 2018.

  1. 3 Contracts with NeighborWorks Home Partners and BuildWealth Minnesota to provide lending administration services for the 2018 Homeownership Opportunity Minneapolis Program This link open a new window(2018-00992)
    1. Authorizing contracts with NeighborWorks Home Partners (NWHP) and BuildWealth Minnesota (BuildWealth) to serve as Homeownership Opportunity Minneapolis Program administrator, payable based on loans closed at an amount of $1,200 per closed loan, up to a combined total of $500,000 in loans and administrative costs.

    2. Approving delegation authority to the Department of Community Planning & Economic Development Director to approve the Minneapolis Urban League (MUL) as an additional program administrator and extend the contracts with NWHP and BuildWealth, subject to approved budget.

    1. Approving the guidelines for the Minneapolis Small and Medium Multifamily Loan Program (SMMF Pilot).

    2. Authorizing a 3-year Participation Agreement with Local Initiatives Support Corporation (LISC) for the SMMF Pilot, subject to annual appropriation.

    1. Approving revisions to the guidelines for the Minneapolis (NOAH) Preservation Fund and appropriate modifications to the delegated form Loan Agreement as approved by the City Attorney’s Office.

    1. Receiving and filing a report on the results of the 4d Pilot Initiative, including information about the program's impact in preserving naturally occurring affordable housing (NOAH).

  1. 9 Establishment of Minneapolis Small and Medium Multifamily Loan Program (SMMF Pilot) This link open a new window(2018-00996)
    1. Directing Department of Community Planning & Economic Development/Housing staff to engage with organizations of color to receive input on the implementation of the Minneapolis Small and Medium Multifamily Loan Program, including disposition strategies to expand community-based ownership, particularly among neighborhood residents and community based organizations led by people of color, and to return to the Housing Policy & Development Committee in the first quarter of 2019 with recommended changes to the program guidelines. 

  2. 10 Inclusionary housing report This link open a new window(2018-00995)
    1. Directing Department of Community Planning & Economic Development staff to return to the Housing Policy & Development Committee in November 2018 with recommended amendments to the Unified Housing Policy to support an inclusionary zoning ordinance.

    2. Directing Department of Community Planning & Economic Development staff to prepare zoning code text amendment for consideration by the City Planning Commission and Zoning & Planning Committee in November 2018.  This interim inclusionary zoning ordinance would apply only to projects that propose a substantial increase in the allowable residential development capacity.  The interim inclusionary zoning ordinance would be effective for land use applications which are complete on or after January 1, 2019, through the adoption and effective date of a comprehensive inclusionary zoning ordinance.

    3. Directing Department of Community Planning & Economic Development staff to return to the Housing Policy & Development Committee in November 2018 with a recommended inclusionary zoning ordinance framework to support the affordable housing goals of the Minneapolis 2040 Comprehensive Plan.  This framework will be used as the basis for the development of a comprehensive inclusionary zoning ordinance in 2019.  The framework recommendations shall apply City-wide, and be feasible, as recommended by a third-party consultant.
