  1. 2 Minnesota Housing Lender Participation Agreements for Minnesota Housing Home Improvement Loan Programs This link open a new window(2018-00628)
    1. Passage of Resolution authorizing form documents and delegating authority to the Department of Community Planning & Economic Development to make and execute loan agreements consistent with City and Minnesota Housing Finance Agency requirements for the City's Rehab Support Program and Minnesota Housing's Fix Up Loan Program, Rehabilitation Loan Program and Emergency and Accessibility Loan Program.

    2. Directing staff to return to City Council in five years to report on Minnesota Housing Lender Participation Agreement activities to determine whether to continue the Lender Participation Agreement.

    1. Passage of Resolution adopting form documents and delegating authority to the Department of Community Planning & Economic Development to make and execute Home Improvement Participation Agreements consistent with City Council approved requirements for the City's Home Improvement Program.

    1. Approving a loan of up to $1,525,000 from the Affordable Housing Trust Fund (AHTF) for Park 7 Apartments project located at 615 S 7th St to House of Charity Property Development LLC or an affiliated entity and authorizing the execution of necessary documents.

  4. 5 2018 Housing Opportunities for Persons with AIDS (HOPWA) Request for Proposals (RFP) This link open a new window(2018-00627)
    1. Authorizing the issuance of a Request for Proposals (RFP) for projects to provide services and programming that address Housing Opportunities for Persons with AIDS (HOPWA) grant priorities and will be funded by the forthcoming 2018 HOPWA grant.

  5. 6 Condos on Blaisdell Housing Improvement Area ordinance This link open a new window(2018-00613)
    1. Setting a public hearing for June 20, 2018, on an ordinance amending Title 16, Chapter 421 of the Minneapolis Code of Ordinances relating to Planning and Development:  Housing Improvement Areas, adding a new Article III entitled "Condos on Blaisdell Housing Improvement Area" to establish the area and impose fees to pay for housing improvements within the area.

    1. Approving Year 2019 Housing Tax Credit Program Qualified Allocation Plan (QAP) and Procedural Manual.

    2. Authorizing staff to proceed with a Request for Proposals.

    1. Directing the City Attorney's Office to report to the Housing Policy & Development Committee no later than July 25, 2018, on the legal framework and relationship between the City of Minneapolis and the Minneapolis Public Housing Authority, including:

      1. A description of the Unified Participation Plan as defined in Section 420.130 of the Minneapolis Code of Ordinances, including how the plan is amended.
      2. The authority and responsibility of the City of Minneapolis over the MPHA.
