Passage of Resolution authorizing submittal of grant applications to the Minnesota Department of Employment and Economic Development's (DEED's) Redevelopment Grant Program for funding for the following projects:  Hiawatha Silos Adaptive Reuse Project, 3333 41st St E; Lake Street Housing -- Phase 2, 510 W Lake St, 2946 and 2948 Harriett Ave; Leef South Lot a/k/a Currie and Irving, 190, 194, 196 and 198 James Ave N, 187,191,195 and 199 Irving Ave N; and Northrup King Campus, 1500 Jackson St NE.

    2. Approving a waiver of affordability requirements for Lake Street Housing - Phase 2 due to blended affordability with Phase 3 exceeding the requirement.

    1. Setting a public hearing for Feb 4, 2020, to consider the reappointment by the Executive Committee of Kim Keller to the appointed position of Director of Regulatory Services for a two-year term beginning Jan 2, 2020.

    1. Approving restrictions for Sidewalk Café licenses on Hennepin Ave, between 12th St S and Washington Ave, allowing them to operate intermittently through 2022 during Hennepin Ave utility upgrades when construction is not in the immediate vicinity of a café. The City reserves the right to order removal of any sidewalk café on Hennepin Ave with seven-day notice, which includes the following businesses/addresses:  Gay 90's, 400 Hennepin Ave; Brass Rail, 422 Hennepin Ave; The Pourhouse, 10 S 5th St; Gold Room Restaurant and Lounge, 528 Hennepin Ave; Pips & Bounce, 575 Hennepin Ave; City Works Restaurant and Pour House, 600 Hennepin Ave; Skyway Theatre, 711 Hennepin Ave; Maruso, 715 Hennepin Ave; Brave New Workshop, 824 Hennepin Ave; The Saloon, 830 Hennepin Ave; Rock Bottom Brewery, 800 LaSalle Ave; and Lunds & Byerlys Downtown Minneapolis, 1201 Hennepin Ave.

    2. Approving the cessation of Sidewalk Food Cart licenses operating on Hennepin Ave between 12th St S and Washington Ave through 2022 during the Hennepin Ave utility upgrades, which includes the following businesses/locations:  Top Dogs, 424 Hennepin Ave and 722 Hennepin Ave and Nibbles, 645 Hennepin Ave.

    3. Approving the cessation of all Mobile Food Vehicle Vendor (Food Truck) licenses operating on Hennepin Ave between 12th St S and Washington Ave through 2022 during the Hennepin Ave utility upgrades.

  2. 13 Exclusive Rights agreement amendment between the City, Minneapolis Park & Recreation Board, and United Properties for the Upper Harbor Terminal This link open a new window(2020-00128)
    1. Authorizing an extension of the Exclusive Rights Agreement between the City, Minneapolis Park & Recreation Board, and United Properties until Oct 31, 2020, and replacing the detailed timeline of Process Steps, Related Due Diligence and Milestones (Exhibit B) with three milestones and amending the contents of the Coordinated Plan.

    2. Receiving and filing a report on the cost/benefit analysis of retaining warehouse for continued use, as well as the status of development team members.

    3. Authorizing a right-of-entry contract with the Minneapolis Park & Recreation Board effective during the remaining term of the Exclusive Rights Agreement of Oct 31, 2020.
