Directing Department of Community Planning & Economic Development (CPED)/Licenses & Consumer Services Division staff to work with the Minneapolis Health Department to explore enacting a cap on the number of tobacco licenses in Minneapolis; examine the implications of changing the definition of tobacco product shops to make it more similar to the definition of off-sale liquor establishments; and report back to the Economic Development & Regulatory Services Committee with recommendations on these matters in the first quarter of 2020.
