  6. Bid for Upgrades of St Anthony ADA Pedestrian Ramps (2024-00408)
    1. Accepting the low bid of Concrete Idea, Inc, submitted on Event 2992, in the amount of $257,253, to provide all materials, labor, equipment and incidentals necessary for replacement of non-ADA compliant pedestrian ramps at St Anthony, and authorizing a contract for the project, all in accordance with City specifications.

  7. Bid for 2024 Concrete Sidewalk Replacement Program (2024-00409)
    1. Accepting the low bid of Standard Sidewalk, Inc., submitted on Event 2962, in the amount of $3,330,430, to provide all materials, labor, equipment, and incidentals necessary for the 2024 Concrete Sidewalk Replacement Program, and authorizing a contract for the project, all in accordance with City specifications.

  8. Bid for Small Diameter Pipe Cleaning and Televising (2024-00410)
    1.     1. Authorizing an increase to contract COM0006934 with Morcon Construction Inc., in the amount of $103,227.73 for a total amount not to exceed $ 9,521,402.83, for the Ceiling and Lighting Upgrade - Phase 4 Project.

  12. Contract amendment with Eureka Construction, Inc., for the Upper Harbor Terminal Dowling Ave N Construction Project (2024-00417)
    1. Authorizing an increase to Contract No. COM0006565 with Eureka Construction, Inc., in the amount of $336,500 for a total amount not to exceed $6,327,986.32, for additional work to complete the Upper Harbor Terminal Dowling Ave N Construction Project, all in accordance with City specifications.

  13. Contract amendment with Thomas and Sons Construction, Inc., for the Lower Dowling Ave, 33rd Ave, and W River Road Construction Project (2024-00420)
    1. Authorizing an increase to Contract No. COM0006612 with Thomas and Sons Construction, Inc., in the amount of $552,000 for a total amount not to exceed $9,512,507.91, for additional work to complete the Lower Dowling Ave Construction Project, all in accordance with City specifications. 

  14. Legal Settlement: Donald Williams v. City of Minneapolis, et al (2024-00429)
    1. Approving the settlement of the lawsuit of Donald Williams v. City of Minneapolis, et al, to Plaintiff and Plaintiff’s counsel, by payment of $150,000 in the form of a check made out to Storms Dworak LLC Trust Account, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.

  15. 2024 Open Streets (2024-00415)
    1. Approving the 2024 Open Streets Minneapolis events, locations, and organizers.

    2. Passage of Resolution approving sponsorship of 2024 Open Streets Minneapolis.

    3. Authorizing a contract with Uptown Association for an amount not to exceed $50,000 and a term ending December 31, 2024, for organization of the 2024 Open Streets Minneapolis event on Lyndale Ave S, in accordance with terms.

    4. Authorizing a contract with West Broadway Business Area Coalition for an amount not to exceed $50,000 and a term ending December 31, 2024, for organization of the 2024 Open Streets Minneapolis event on West Broadway, in accordance with terms.

  2. Appointed position in the Police Department: Director MPD Training (2024-00431)
    1. Adopting findings that the proposed position of Director MPD Training meets the criteria in Section 20.1010 of the Minneapolis Code of Ordinances, City Council to Establish Positions; and approving the establishment of the position in the unclassified service, evaluated at 573 total points, and allocated to grade 12.

    2. Passage of Ordinance amending Title 2, Chapter 20 of the Minneapolis Code of Ordinances relating to Administration: Personnel, approving the salary schedule for the position, which has a salary range of $124,787 to $147,927, in accordance with the adopted compensation plan for appointed officials effective April 25, 2024.

  3. Appointed position in the Finance Department: Senior Manager Banking Investments and Debt (2024-00432)
    1. Adopting findings that the proposed position of Senior Manager Banking, Investments, and Debt meets the criteria in Section 20.1010 of the Minneapolis Code of Ordinances, City Council to Establish Positions; and approving the establishment of the position in the unclassified service, evaluated at 533 total points, and allocated to grade 11.

    2. Passage of Ordinance amending Title 2, Chapter 20 of the Minneapolis Code of Ordinances relating to Administration: Personnel, approving the salary schedule for the position, which has a salary range of $115,876 to $137,363, in accordance with the adopted compensation plan for appointed officials effective April 25, 2024.

      1. Forgiveness in the approximate amount of $663,905.
      2. Reduction of the interest rate on the remaining loan balance to 0%.
      3. Release of the Dundry House property located at 1829 5th Ave S from the security for the remaining loan.
    2. Authorizing loan modification, release, and related documents for the Dundry-Hope Block Stabilization project, by Dundry House LLC, an affiliate of Hope Community, Inc.

  8. Development terms amendment for the Baldwin Square project: 4140-4146 Fremont Ave N (2024-00383)
    1. Amending development terms as outlined herein and in the attached amended and restated term sheet as the basis for a redevelopment contract with Baldwin Square Group L.L.C. for the sale and redevelopment of City-owned property at 4140-4146 Fremont Ave N.

    2. Authorizing Community Planning & Economic Development staff to enter into a subordination agreement with Sunrise New Markets Fund XLVI, LLC or an affiliated entity that will subordinate the City's Commercial Property Development Fund (CPDF) / Ownership and Opportunity Fund (OOF) loan and its land sale reversionary rights to the New Market Tax Credit (NMTC) financing.

  9. Applications for environmental grant funding in the spring 2024 brownfield grant round (2024-00390)
    1. Passage of Resolution authorizing applications to the Metropolitan Council's Tax Base Revitalization Account [TBRA] Grant Program for environmental investigation and/or remediation funding for the following projects: City of Minneapolis Scattered Site Investigations (various sites TBD), $100,000; and Native American Community Clinic and Housing (1213 E Franklin Ave), $410,040.

    2.   10. Contract with Mid-Minnesota Legal Aid for legal services to support low-income Minneapolis renters (2024-00393)
    1. Authorizing a contract with Mid-Minnesota Legal Aid or its designee in the amount of up to $500,000 to provide coordinated legal services and housing stability outreach support to low-income Minneapolis renters as the City's designated service provider for the Right to Counsel ordinance.

    2. Authorizing three one-year extensions to the term of the contract through years 2025, 2026, and 2027, and authorizing annual increases to the total contract award in years 2025, 2026, and 2027, not to exceed $750,000 per year, subject to budget appropriations and approval of the Director of the Community Planning & Economic Development Department of annual satisfactory performance.

  11. Drainage and utility easement vacation: Magnolia Homes, LLC, 2400-2406 McNair Ave (2024-00396)
    1. Approving an application submitted by Alex Frank, on behalf of Magnolia Homes, LLC, to vacate (Vac-1792) portions of the existing drainage and utility easements along the shared property line of the properties at 2400 and 2406 McNair Ave.

    2. Authorizing the execution of necessary loan documents for a loan of up to $6,175,000 of HOME American Rescue Plan (HOME ARP) funds for the Kyle Garden Square project located at 700 10th Ave S by Alliance Housing or an affiliated entity, subject to US Department of Housing and Urban Development (“HUD”) approving a substantial amendment to the City’s HOME-ARP Plan, authorizing the preferences described herein.

    3. Rescinding a previous $720,000 AHTF award to the MIWRC project (Legislative File 2022-01123) and a previous $1,650,000 AHTF award to the Kyle Garden Square project (Legislative File 2022-00036 and 2024-00343), subject to US Department of Housing and Urban Development (“HUD”) approving a substantial amendment to the City’s HOME-ARP Plan authorizing the preferences described herein. 

  14. New Nicollet (Former Kmart) Redevelopment Project Public Space Framework (2024-00405)
    1. Approving the Public Space Framework to begin pre-development planning work for the future private redevelopment of the New Nicollet Redevelopment Project site. 

    2. Authorizing a Memorandum of Understanding (MOU) between the City of Minneapolis and the Minneapolis Park and Recreation Board to plan for the potential transfer of property at the New Nicollet Redevelopment Project for a future park.
