Directing staff in all departments, in addition to internal preparations to support the health and well-being of employees, to take steps to ensure Minneapolis residents and businesses are supported during any economic impacts of COVID-19. The City Attorney's Office is directed to investigate the City's authority to take actions that would support residents and businesses through any economic and health impacts of COVID-19 in Minneapolis in coordination with City departments and external partners. This should include the preparations underway, such as:

      1. Housing stability tools, support for residents experiencing homelessness, shelter preparations, and preparations with partners who supply housing;
      2. Supporting healthy homes and businesses by ensuring the continued supply of water to homes and businesses and reaching out to partners who supply energy to homes and businesses in the event of economic hardships;
      3. Cataloging, preparing, and communicating existing support available to residents or businesses experiencing economic hardship and exploring additional tools in partnership with public and private sector partners; and
      4. Working through intergovernmental networks to support partnerships at all levels of government to support residents, visitors, and businesses.
