1. Passage of Resolution approving the Tax Increment Financing (TIF) Plan and Housing Development Plan for Green on Fourth Apartments at 2901 4th St SE.
2. Passage of Resolution authorizing the issuance of a “Pay-As-You-Go” TIF note to G4 Partners LLC in a principal amount not to exceed $3,965,000.
3. Authorizing a redevelopment contract and other necessary documents related to the recommended actions with G4 Partners LLC or affiliated entity.

1. Approving the Department of Licenses and Consumer Services Agenda recommendations granting applications for Liquor, Business and Gambling Licenses as recommended in the Licenses and Consumer Services Agenda for November 13, 2017, subject to final inspection and compliance with all provisions of applicable codes and ordinances.
11 Business license operating conditions: 10/10 Taxi, 618 Industrial Blvd, (Ward 1), submitted by 10/10 Taxi LLC, Taxi Company License, LIC107194 (2017-01385)
1. Adopting the Business License Operating Conditions Agreement for 10/10 Taxi, 618 Industrial Blvd, negotiated between the City of Minneapolis and 10/10 Taxi, LLC allowing the licensee to retain the Taxi Company license, subject to adherence with the conditions contained therein.
2. Rescinding the Business License Operating Conditions Agreement related to the Taxi Company License held by 10/10 Taxi, LLC, 9201 East Bloomington Freeway, Bloomington, MN 55420, approved by the Minneapolis City Council on Sept. 11, 2015.
12 2018 Super Bowl Designated Large Event Zone (2017-01347)
1. Authorizing the Licensing Official to establish a Designated Large Event Zone during Super Bowl LII, including procedures for processing associated permits.
13 Rental dwelling license reinstatement: 3459 Oliver Ave N, owners Don and Julie Vang (2017-01343)
1. Approving the reinstatement of the Rental Dwelling License for the property at 3459 Oliver Ave N, formerly held by Gregg Johnson, to be held by new owners Don and Julie Vang, based on submittal of an acceptable management plan and verification that said property is now in compliance with rental licensing standards.
14 Rental License Reinstatement: 1604 27th Ave N, owner Dameon Henderson (2017-01356)
1. Approving the reinstatement for the Rental Dwelling License for the property at 1604 27th Ave N, formerly held by Mahmood Khan, to be held by new owner Dameon Henderson, based on submittal of an acceptable management plan and verification that said property is now in compliance with rental licensing standards.
15 Changes to Grow North Down Payment Assistance Program (2017-01344)
1. Approving amendment to Grow North Down Payment Assistance Program guidelines.
2. Authorizing a contract, not to exceed $100,000, with BuildWealth MN to administer the Grow North Down Payment Assistance program on behalf of the City, at an administration fee of $1,200 per closed loan.
16 City Administrative Fee for State General Obligation (G.O.) Bond Funded Development Projects (2017-01345)
1. Approving an administrative fee to reimburse City Staff costs for administering State of Minnesota General Obligation Bond-funded grants awarded to development projects located in Minneapolis.
17 Norway House State Bonding Project (2017-01346)
1. Directing City staff to work with the Norway House on an agreement regarding the $5,000,000 General Obligation (G.O.) Bond grant from the State of Minnesota to the City for the Norway House development project at 913 E Franklin Ave.
18 Consent for the issuance of revenue bonds for Augustana Chapel View Homes, Inc. (2017-01350)
1. Passage of Resolution giving City of Minneapolis consent to the issuance of revenue bonds by the City of Independence, Minnesota, to refund City of Minneapolis revenue bonds Series 2005A and 2005C for Augustana Chapel View Homes, Inc. facility located at 615 Minnetonka Mills Road in Hopkins, Minnesota.
19 Contract amendment with Homes at Humboldt Greenway II LLC (2017-01351)
1. Authorizing an amendment to the existing Redevelopment Option Contract #C-40063 with Homes at Humboldt Greenway II LLC that revises the take down schedule and re-adjusts the related property management costs with respect to the sale of Parkside at Humboldt Greenway Phase 3 Lots.
20 2017 Fall Hennepin County Transit-Oriented Development (TOD) grant applications (2017-01367)
1. Passage of Resolution authorizing submission of 2017 Fall Hennepin County Transit Oriented Development Grant Applications to the Hennepin County Transit Oriented Development (TOD) Program.
2. Authorizing cooperative agreements for the recommended County funded projects.
21 Contract amendment for the Nicollet Hotel Block and Gateway Project, 30 3rd St S (2017-01373)
1. Authorizing a Second Amended and Restated Option Fee Agreement, extending the exclusive rights of United Properties Development, LLC (“UP”) for its development project at 30 3rd St S to Jan. 30, 2018, consistent with the terms of this request, and delegating authority to the Department of Community Planning & Economic Development (CPED) Director to authorize additional extension of UP’s exclusive rights for an additional 30 to 60 days.
22 Occupancy regulations ordinance (Housing Code) (2017-01315)
1. Referring to staff the subject matter of an ordinance amending Title 12, Chapter 244 of the Minneapolis Code of Ordinances relating to Housing: Maintenance Code, amending provisions related to occupancy.
23 Wine license class definitions and allowable entertainment ordinance (2017-01278)
1. Referring to staff the subject matter of an ordinance amending Title 14, Chapter 363 of the Minneapolis Code of Ordinances relating to Liquor and Beer: Wine Licenses, amending regulations related to license class definitions and allowable entertainment.
24 Food truck zone operating hours ordinance (2017-01183)
1. Setting a public hearing for Nov. 28, 2017, to consider an ordinance amending Title 10, Chapter 188 of the Minneapolis Code of Ordinances relating to Food Code: Mobile Food Vehicle Vendors, amending the restriction on hours of operation within a special late night mobile food vendor zone.
25 Response to staff direction on reducing and preventing residential and commercial displacement (2017-01283)
1. Receiving a report reviewing tools, policies, and planning documents that address reducing and preventing the displacement of low-income residents, renters, immigrant-owned businesses, and businesses owned by people of color and indigenous people.
